answer text <p>The Department does not hold data on the average waiting time between cancer diagnosis and treatment. NHS England collects data on cancer waiting times and these data are published on their website. The data comprise of organisational performance against operational standards that support waiting time commitments laid out in the NHS Constitution. Data is available for the local authorities of Copeland District Council and Cumbria County Council.</p><p>Local authority level data on overweight and obese children are collected through the National Child Measurement Programme (NCMP). answer text <p>The Department continues to forecast significant growth in use of rail and is constantly considering proposals for new investment which represent best value of money for the taxpayer.</p><p> </p><p>We are fully committed to investing in the north as part of our ambitious plans to build a Northern Powerhouse. That is why we are spending £13billion improving the region’s transport, reversing decades of underinvestment, providing better journeys and securing long-term economic growth. We are investing £22 million in improving Newcastle station and its surrounding areas, and in the next few years passengers will see improvements including more services, more capacity and the scrapping of Pacers, as well as a fleet of state-of-the-art new trains for the East Coast Mainline.</p><p> </p><p>The modernisation of the Great Western is the biggest investment in this railway since it was built by Brunel. This investment will enable faster, more reliable services, more seats, better stations and more freight trains. This will improve the experience of rail users and stimulate economic growth across the South West and beyond. Completion of electrification to Cardiff is planned to be completed in CP5.</p><p> </p><p>The step change seen in London spending last year is due to increased spending on London Underground and HS2 plus some increase in the Network Grant. This investment is needed to meet the ever increasing demand for passenger journeys into London, of which there are currently about 4 billion every year.</p><p> </p><p>The most recent government expenditure on rail is shown in the table below. answer text <p>Through the Welfare Reform and Work Act we have introduced new life chances measures to track children in workless households and children’s educational attainment. These – and other measures to be brought forward in our forthcoming Life Chances Strategy – will help drive action on those areas that make the most difference to children’s lives.</p><p> </p><p>We will continue to publish data on low income through the annual Households Below Average Income statistics. The number and proportion of children in relative low income is not available at local authority or constituency level. answer text <p>I am replying as the Minister with responsibility for food waste.</p><p> </p><p>The Government welcomes the redistribution of good quality surplus food to charities that can make sure it goes to people rather than going to waste.</p><p> </p><p>Based on our experience, a simple law or requirement obliging supermarkets to donate food would not fix the barriers to redistribution. We need to look at the bigger picture. Less than 10% of food wasted in the supply chain is from supermarkets, so we need the whole chain to work together.</p><p> </p><p>Facilitated and supported by government, all major retailers now have arrangements in place to redistribute surplus food. Action taken by retailers to redistribute surplus food includes:</p><p> </p><ul><li>Morrisons have announced that, from January 2016, any unsold safe food will go to redistribution organisations</li><li>Tesco are making use of an app which links supermarkets with redistribution organisations</li><li>Asda are working with FareShare to redistribute food</li></ul><p> </p><p>Signatories to the voluntary Courtauld Commitment with industry have reported a 74% increase between 2012 and end 2014, and we expect it to increase further.</p><p> </p><p>We want to achieve more. Last year, the Secretary of State held a meeting with industry and redistribution organisations to take stock of progress on food redistribution. Outcomes from this include the recent publication of a Redistribution Framework to help facilitate closer working between potential donors and recipients of food surpluses. Research has been commissioned by WRAP to identify where and why waste and surpluses occur in the supply chain to inform further action to increase waste prevention and redistribution.</p><p>Following the success of earlier agreements, WRAP launched The Courtauld Commitment 2025 in March. This is an ambitious new agreement that takes a whole food supply chain approach, and will build on the progress we have already made to prevent waste, including through the redistribution of surplus food.</p>

answer text <p>The Government’s approach to cyber bullying is to work with industry, charities, schools and parents to tackle this serious issue.</p><p>All schools must have a behaviour policy which includes measures to prevent and tackle all forms of bullying, including cyberbullying. To help schools, the Department for Education has produced advice which provides a definition of cyberbullying and outlines the steps schools can take to deal with bullying.<a href="https://www.gov.uk/government/publications/preventing-and-tackling-bullying" target="_blank">https://www.gov.uk/government/publications/preventing-and-tackling-bullying</a>. DfE has also produced case studies for schools showing good practice in how to manage behaviour and bullying. This includes a case study about how a school deals with cyberbullying. <a href="https://www.gov.uk/government/case-studies/talking-about-and-responding-to-school-cyberbullying" target="_blank">https://www.gov.uk/government/case-studies/talking-about-and-responding-to-school-cyberbullying</a></p><p>The Government recognises that educating young people is key to tackling cyberbullying and protecting children online. Recognising and dealing with cyberbullying forms part of school computer programmes, and the Government has also issued advice for parents and carers on cyberbullying detection:<a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/375420/Advice_for_Parents_on_Cyberbullying_131114.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/375420/Advice_for_Parents_on_Cyberbullying_131114.pdf</a></p><p> </p><p>We expects social media companies, and internet platforms, to have robust processes in place and to act promptly when abuse is reported; including acting quickly to removing inappropriate content, and where appropriate, suspending or terminating the accounts of those breaching the rules in place.</p><p>The Government continues to work closely with social media companies and other relevant actors and experts to make sure they are committed to protecting children and young people who use their platforms. Ministers from the Department for Education, the Department for Culture Media and Sport, and the Home Office, lead the Executive Board of the UK Council for Child Internet Safety (UKCCIS), which recently published a <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/517335/UKCCIS_Child_Safety_Online-Mar2016.pdf" target="_blank">practical guide</a> for providers of social media and interactive services based on current good practice.</p>

answer text <p>Ending Child Early and Forced Marriage (CEFM) remains a high priority for the UK Government at home and overseas. The UK has demonstrated its leadership through co-hosting the first ever Girl Summit in 2014, which galvanized global action to end CEFM and Female Genital Mutilation (FGM). Following the Girl Summit 2014 the UK has continued its global leadership on ending CEFM, including through support for UN Resolutions and advocating for a separate target on ending CEFM within the Global Goals. The UK has supported campaigns and country-led Girl Summits through its overseas network, raising awareness of the impact of CEFM and ensuring global commitments translate into country-level action.</p><p>The UK has committed £36 million towards ending CEFM around the world. This includes support for the UN’s Joint Programme to End Child Marriage working in twelve high prevalence countries and for grassroots civil society organisations working to challenge this harmful social practice. Domestically, the UK Government’s Forced Marriage Unit provides support to British Nationals overseas affected by forced marriage.</p>
