answer text <br /><p>As announced in the 2015 Spending Review, in order to prioritise funding to allow the core adult skills participation budgets to be protected in cash terms, savings are being made from the supporting budgets including the UK Commission for Employment and Skills (UKCES).</p><br /><p>Whitehall Departments will be withdrawing their funding for UKCES during the 2016-17 financial year. answer text <p>Through November’s comprehensive Spending Review, the Government announced that it was giving local authorities access to £3.5 billion of new support for social care by 2019/20.</p><br /><p>Councils will be able to introduce a new Social Care Precept, allowing them to increase council tax by 2% above the existing threshold. This could raise nearly £2 billion a year for social care by 2019/20.</p><br /><p>From April 2017, the Spending Review makes available social care funds for local government, rising to £1.5 billion by 2019/20, to be included in the Better Care Fund.</p><br /><p>Taken together, the new precept and additional Better Care Fund contribution mean local government has access to the funding it needs to increase social care spending in real terms by the end of the Parliament.</p><br /><p>Under the Care Act (2014), local authorities have legal duties to shape a sustainable and diverse market of care providers capable of delivering a choice of quality services to their local population. These duties apply in respect of all care services, including care home services. The Government published statutory guidance to support local authorities discharge their market shaping duties effectively, which includes guidance around adult social care commissioning.</p><br /><p>The care practitioner scheme was withdrawn by the UK Commission for Employment and Skills, a non-departmental public body, sponsored by the Department for Business, Innovation and Skills. The Department of Health was not involved in the assessment of the contribution that the care practitioner role could make to the care home sector.</p>

answer text <p>Although there has been no formal guidance issued specifically regarding cataloguing vacant beds within the community, respite care, care homes and nursing homes in order to cope with additional demand over the winter period, there have however been a number of related communications issued, set out below:</p><br /><p>- The ‘Quick Guide: Identifying local care home placements’ (<a href="http://www.nhs.uk/quickguides" target="_blank">www.nhs.uk/quickguides</a>) was published in October 2015. This provides some guidance and a possible template that local health and care systems could use to better understand the services which the care home providers offer, to enable better and more effective placements. It covers both residential and nursing care homes.</p><br /><p>- Safer Faster Better (published in August 2015), which is designed to help frontline providers and commissioners deliver safer, faster and better urgent and emergency care, includes material on managing flow within Urgent Emergency Care (EAC). This does not provide guidance on ‘cataloguing beds’, but bed management forms part of the guidance.</p><br /><p>- A ‘bed census’ was conducted in June 2015 across all staffed beds available in NHS and associated providers in order to better understand total capacity available. This included bed definitions, but did not provide guidance to clinical commissioning groups on ‘cataloguing beds’.</p><br /><p>- There have been a number of ad hoc data collections conducted throughout the year on capacity information across local health economies, which captured numbers of nursing, residential dementia, and Specialist EMI (Elderly Mentally Infirm) beds. But these were collections of management information, and did not provide guidance on ‘cataloguing beds’.</p>
