Since the early 1990s, the proportion of under 40s who are homeowners in England has declined by over a third from 62% in 1993/4 to 39% in 2013/14. The Housing and Planning Bill will require local planning authorities to promote Starter Homes and ensure Starter Homes are included on all suitable, reasonably-sized developments in future.</p><p><br></p> more like this

answer text <p>Under the 2012 reinvigorated Right to Buy, every additional home sold, as well as those homes sold to tenants through the voluntary agreement with the National Housing Federation and housing associations, will result in an additional home being provided. This will lead to an increase in overall housing supply.</p><p>The Government exceeded its affordable homes target over the last 4 years by 16,000 homes, delivering 186,000 new affordable homes.</p> more like this

answer text <br /><p>Funding decisions for 2016/17 onwards, including on adult social care, are subject to the forthcoming Spending Review.</p><br /><p>Officials in the Department and across government are working hard to understand pressures on the care system and will consider adult social care expenditure and the future demand as part of this process. This includes ongoing Care Act pressures.</p><p><br>We will continue to review and monitor implementation of the Care Act which includes a series of stocktakes of local authority readiness and the latest, from June 2015, demonstrates an overall positive picture on implementation. It details:</p><p><br>- Councils’ confidence in their ability to deliver the Care Act Reforms in 2015/16 remains high, with 99% very or fairly confident.</p><p>- 89% of councils say that they are ‘on track’ with their implementation. The remaining 11% report themselves as only slightly behind.</p><br /><p>There are two further local authority stocktakes planned for the remainder of the financial year which will monitor the progress on implementing change. It is our intention to repeat the surveys next year to continue monitoring progress, subject to agreement with local government.</p><p><br>The Department will also commission a piece of research to evaluate and inform implementation of the Care Act 2014. The research will focus on knowing more about how the Act is being implemented locally and to see how effectively the Act is achieving its underlying aims.</p><br />

answer text <p>To support implementation of the Care Act, a joint Programme Management Office between the Department, the Local Government Association (LGA) and the Association of Directors of Adults Social Services (ADASS) has been established. This unprecedented partnership is driving collaborative working with the care sector, influencing the local implementation of these changes to support a consistent and coherent approach across the country. Earlier this year this approach was recognised by the National Audit Office as best practice and recommended it should be adopted by other similar work programmes.</p><br /><p>As part of this programme of work the Department has provided £2.7 million to nine regional local government networks to enable them to commission tools, products and non-statutory guidance to help local authorities in implementing the Care Act. The care sector has been involved in developing these materials and making sure they meet required standards. The materials focus on areas of key risk and challenge identified by local authorities and support the development of best practice. The Department also provided £4 million in 2015-16 for the ADASS to give local authorities targeted support and to help share best practice. Information on good practice, research and innovation aimed at improving the social care infrastructure is available at the following website.</p><br /><p><a href="https://www.adass.org.uk/support-and-resources/" target="_blank">https://www.adass.org.uk/support-and-resources/</a></p><br /><p>In addition the LGA has included information on its website that details available learning and development resources, best practice guidance and practical tools to support the care sector. answer text <p>We want all children to lead healthy and active lives. The government will publish a new sports strategy by the end of 2015. The strategy will set out how the government intends to support young people to participate in, and engage with sport and physical activity.</p><br /><p>Schools can offer a variety of opportunities for children to be physically active. Physical education (PE) is a compulsory subject at all four Key Stages in the national curriculum for maintained schools. The curriculum sets out the expectation that pupils should be physically active for sustained periods of time. Teachers have the flexibility to organise and deliver a range of activities.</p><br /><p>Through the Primary PE and Sport Premium, the government has committed over £450m of ring-fenced funding to primary schools to improve the quality of their PE and sport provision.</p><br /><p>Other programmes focused on increasing physical activity include Change4Life Sports Clubs and the Young Ambassador Peer Leaders programme. Change4Life Sports Clubs aim to increase the physical activity, health and wellbeing of the least active children through healthy lifestyle activities. In May 2015, an independent evaluation on Change4Life Primary Clubs found that around 270,000 children participated in Change4Life Primary Clubs over the lifetime of the programme (2011/12 – 2014/15). Young Ambassadors are primary and secondary pupils who promote physical activity across their school and lead activities with their less active peers.</p><br /><p>Outside of school, more than 385,000 families signed up to the Change4Life 10 Minute Shake Up summer campaign and over 700,000 children participated. The campaign encouraged children to team up with some of their favourite Disney characters and enjoy 10 Minute Shake Up activities to keep them healthy and physically active.</p><br /><p>The government is also keen to encourage more pupils to walk to school. Statutory guidance for local authorities on travel and transport to school was published in July 2014. Local authorities have a duty to promote the use of sustainable travel and transport and to develop a strategy for sustainable local travel.</p>
