As expected, negotiations were largely focused on regulatory issues. Discussions also covered energy, intellectual property, small and medium sized enterprises (SMEs) and services.</p><p> </p><p> </p><p> </p><p>There was good technical progress, particularly on regulatory coherence, for example in the automotive and pharmaceutical sectors. In June 2014, OSPAR contracting parties agreed a regional action plan on marine litter. This plan fulfils requirements of the EU’s marine strategy framework directive for EU Member States to work together to address marine litter, and contributes to United Nations Environment Programme’s global partnership on marine litter. We make our views well known through the UN Universal Periodic Review Process, in the Foreign and Commonwealth Office Annual Human Rights and Democracy Report, and to the Saudi Arabian authorities. We have made clear the importance of religious tolerance, including for different branches of Islam. There are some long-standing tensions between some Shia communities in the Eastern Province and the Saudi authorities. We continue to monitor developments. We support Saudi Arabia’s judicial reform programme, particularly greater judicial training. It is still possible for him to appeal the decision.</p><p>The death penalty undermines human dignity and its abolition is a human rights priority for the UK. Government Ministers, our Ambassador in Riyadh and officials from our Embassy raise the issue of the death penalty with the Saudi authorities, both bilaterally and through the EU. We recognise that total abolition of the death penalty is unlikely in Saudi Arabia in the near future. answer	answer is ministerial correction date of answer 05/11/2014 answer text <p /> <p>All offenders released from custody on licence are subject to six standard conditions. There are no exceptions. The standard licence conditions include requirements to keep in touch with their supervising officer, to seek permission prior to obtaining employment or moving address, and restrictions on travel outside the UK.</p><p> </p><p>It is also possible for additional conditions or restrictions to be placed upon the licence - for example, to prevent the offender in question from contacting a previous victim, or from visiting certain locations or premises. Any additional condition must be justified as being necessary for the effective management of the offender in question, as well as being proportionate to the risk the offender poses.</p><p> </p><p>The process for requesting and approving any additional conditions is the same for all offenders released on licence, so that the supervising officer may have specific regard to any offender with learning disabilities. If the supervising officer who manages the case considers that additional conditions are necessary and proportionate, they must request these of the Governing Governor of the releasing prison, or the Parole Board, whoever has responsibility for release in that case. However, decisions on civil society attendees have been made by Afghanistan civil society themselves (rather than the UK or Afghan Government) through a democratic process in Kabul.
