answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>The government has had conversations with the government of Guinea-Bissau about its response to the Ebola crisis: most recently in September when the non-resident British Ambassador to Guinea Bissau visited Bissau and met with Prime Minister Domingos Simoes Pereira. Discussions will continue when the Ambassador visits again later this month. We have made clear to Spain at the highest level that these delays are unacceptable. The European Commission has confirmed our view, stating that checks giving rise to waiting several hours to cross the border are ‘disproportionate’. answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>The Government recognise the value of young people having a hands-on experience of enterprise in schools, colleges and universities.</p><p> </p><p> </p><p> </p><p>The Department for Business, Innovation and Skills (BIS) has introduced a number of measures to help inspire young people and open up opportunities for future careers. For example, seed funding the launch of a new enterprise competition in primary schools, 'Fiver', in partnership with Young Enterprise and Virgin Money.</p><p> </p><p> </p><p> </p><p>Last year we asked Lord Young, the Prime Minister's advisor on enterprise, to look at what more could be done. His report, Enterprise for All, was published in June 2014 and makes a number of recommendations across all education sectors to encourage a lifelong experience of enterprise. The Government welcomed the report and will be responding in full this autumn.</p><p> </p><p>We are also recognising the excellent practice that already exists. For example, the Small Business Charter was set up this year to recognise business schools that work with students and local small businesses to promote enterprise.</p><p> </p><p> </p><p> </p><p>In addition, See Inside Manufacturing is a partnership between BIS and industry sectors that aims to inspire young people (aged 11-19 years) into manufacturing by dispelling outdated ideas of the industry, providing a more accurate picture of career prospects, and helping young people understand what they need to succeed in manufacturing. It does this by encouraging manufacturing businesses to open their doors and give students the chance to “see behind the scenes” of a modern manufacturing company. Last year 6,300 young people and their teachers attended events up and down the country, taking part in over 175 visits and events throughout the UK.</p><p> </p><p> </p><p> </p><p>Furthermore, the Government’s ambitious programme of reform for adult vocational education in England is based on instilling rigour in qualifications, teaching and testing and ensuring that skills provision is more responsive to the needs of employers and learners. As part of our reform of apprenticeships, new apprenticeship standards will be expected to meet professional registration requirements in sectors where these exist (for example, in engineering, science and accountancy). answer	answer is ministerial correction date of answer 21/10/2014 answer text <p>Local authorities have a range of powers to tackle derelict and abandoned land and buildings including:<br><br>- section 215 of the Town and Country Planning Act 1990 –which enables local authorities to serve a notice requiring owners to clean up land and buildings where their condition adversely affects the amenity of the area. Local authorities can also take direct action and recover the costs.<br><br>- section 1 of the Localism Act 2011 – we encourage local councils, including eligible parish councils, to consider the general power of competence in the Localism Act 2011. This removes the need to establish new narrow powers in response to particular issues. Local authorities have the power to act innovatively for their local communities and they can use the power without constantly looking back to Whitehall for permission.<br><br>- compulsory purchase powers – as a last resort, local authorities have a range of powers to acquire land for different purposes provided there is a compelling case in the public interest.</p><p> </p><p>In February we amended the Community Infrastructure Levy to make it fairer and more flexible, including specific measures to encourage brownfield development. We also consulted on removing section 106 affordable housing contributions for small sites, as well as applying a similar exemption to vacant buildings brought back into use. The Government will publish a response to the consultation shortly.</p><p> </p><p>We have exempted empty new builds from empty property rates for up to 18 months up to state aid limits. Also, our £1 billion package of business rates measures for 2014-15 included a £1,000 discount for shops, pubs and restaurants with rateable values below £50,000 for 2 years and a new re-occupation relief which cuts business rates by half for 18 months for businesses taking on a long-term empty retail property.</p><p> </p><p>The Department has also made a number of deregulatory reforms to the planning system that encourage the re-use of existing, under-utilised buildings and building space. For example, there are permitted development rights that allow redundant space above shops to change to residential use as well as rights that allow offices to change to residential use.
