There must be a lawful basis for such force to be used and activities must be conducted in accordance with the law of war or international humanitarian law. This is as true when considering the possible use of remotely piloted aircraft systems as it is with any other military asset or weapon. Remotely Piloted Aircraft Systems are a relatively new military asset, and their use, whether armed or unarmed, will continue to evolve. However, the existing international legal framework is clear and robust; and, as with any other weapons system, it is fully capable of governing their use. We do not need to rewrite the laws of war in order to be confident that, when used in such lawful circumstances, remotely piloted aircraft systems operate in the same legal environment as other military means. As of 30 September 2014 the Scheme had received 173 applications. During the first year of operation we had forecasted around 900 applications to the Scheme.</p><p> </p><p>The DMPS is funded by a levy on the insurance industry. The levy is intended to cover the cost of the Scheme in any one year, and we are not expecting to generate any under spend. In addition our planning guidance makes clear that the need for renewable energy does not automatically override environmental protection and the planning concerns of local communities.</p><p> </p><p>Under the National Planning Policy Framework Areas of Outstanding Natural Beauty have the highest status of protection in relation to landscape and scenic beauty. Strong planning protection also applies to Sites of Special Scientific Interest. answer	answer is ministerial correction date of answer 27/10/2014 answer text <p>The Government believes that humanitarian aid and actively seeking to end the conflicts in Syria and Iraq are the most effective ways for the UK to help the majority of refugees, rather than increasing resettlement. We have made our position on this clear in relevant discussions with other EU Member States and the United Nations High Commissioner for Refugees (UNHCR). We are aware that EU Member States have responded to the crises in different ways; it is right that the international community should consider all available means to relieve the suffering of the Syrian and Iraqi peoples. However, the UK’s overall contribution stands comparison with any in the world.</p><p> </p><p>To date we have committed £700 million to the Syrian relief effort, making us the second largest bilateral donor after the USA, and £23 million in aid to Iraq. UK funding is helping hundred of thousands of refugees; compared with aid, resettlement can only ever support a comparatively small number of people in need. We also support efforts to find a political solution to the Syrian conflict, and we are working with the Iraqi government and the international community to tackle the threat posed by IS and promote an inclusive, sovereign and democratic Iraq which will protect all Iraqi citizens.</p><p> </p><p>To complement our humanitarian aid, we operate the Syrian Vulnerable Persons Relocation scheme to relocate to the UK the most vulnerable displaced Syrians who cannot be supported effectively in the long term in the region.
