answer text <p>The Government’s statutory guidance ‘Working Together to Safeguard Children’, revised last year, is clear about the importance that we attach to preventative services. Providing help early, before issues and problems escalate, is more effective in promoting the welfare of children than reacting later.</p><p> </p><p>The guidance sets out that local agencies should work together to put processes in place for the effective assessment of the needs of individual children who may benefit from early help services. Decisions about the provision of services, including preventative, early help services, are taken locally by agencies that are best placed to plan provision, taking account of local needs and circumstances.</p><p> </p><p>The Government has also established an Early Intervention Foundation. The Foundation is funded by the Department for Education, the Department for Work and Pensions, the Department of Health, and the Department for Communities and Local Government. It is intended to operate independently of central government, to support the needs of commissioners in implementing early intervention programmes and practice in their local areas. The Foundation was established as an independent charity on 4 July 2013.</p><p> </p>

answer text <p>All schools and colleges have a duty to safeguard and promote the welfare of children.</p><p>All schools are required to carry out mandatory ‘safer recruitment’ checks that help to identify individuals who are not suitable to work with pupils. The Department for Education’s statutory guidance on <em>‘Keeping children safe in education’</em>[1] makes clear that when appointing staff, schools must check police records, police intelligence and Disclosure and Barring Service (DBS) barring lists. Furthermore, anyone who is appointed to teach must not have been prohibited from being so appointed by the Secretary of State.</p><p>These checks ensure that individuals who are barred from working in regulated activity by the DBS are not employed to work with pupils in schools. answer text <p>The National Referral Mechanism was established in 2009 and is managed by the National Crime Agency’s UK Human Trafficking Centre. answer text <p>The Government does not have any role in Royal Mail’s operational decisions. Providing Royal Mail operate their services in compliance with the existing regulatory framework, as set down by Ofcom, decisions relating to their services can be made on operational grounds.</p><p> </p><p> </p><p> </p><p>Royal Mail points out that the new arrangements relating to collections are needed in response to declining letter volumes which has left many post-boxes no longer covering their costs. Rather than decommission uneconomic post-boxes, the company is committed to ensuring their viability by improving the efficiency of collections arrangements.</p><p> </p><p> </p><p> </p><p>Royal Mail have said that the majority of post-boxes will retain a 4pm or later final collection, as they have now, and they will ensure that there is a late-posting box within half a mile of each post-box that is restricted to earlier collections. The company is also aiming to boost public access to post-boxes in those areas around the country currently underserved with the addition of 2,000 new post-boxes. These will be targeted at rural areas, with a particular focus on Scotland and Northern Ireland, as well as to areas of new development that are currently not served by a post-box. Some will be added in high footfall areas such as train stations and shopping centres. answer text <p>Most statutory spending on child abuse and neglect is included within local authority core funding for children’s social care which comes from the Department for Community and Local Government’s Formula Grant, and from local taxation. Whilst this funding is not ring-fenced, it is for local authorities to decide how to apply their funding across all the services they deliver. The Department for Education would expect all local authorities to prioritise services for their most vulnerable children and young people.</p><p> </p><p>A report from the Audit Commission published in November 2013 found that children’s social care has been largely protected from spending reductions from 2010/11 to 2013/14.[1] Council spending on children’s social care on average increased by 1.2 % in real terms over this period and aggregate spending on children’s social care was set to increase by a further 0.4 % from 2012/13 to 2013/14.</p><p> </p><p>In addition, over the period 2010/11 to 2014/15, this Department has spent between £30 and £50 million per year on safeguarding, which includes programmes whose focus is to prevent and tackle abuse and neglect. answer text <p>The Child Protection – Information Sharing (CP-IS) project will allow the sharing of child protection information between NHS unscheduled care settings and local authority children’s services staff only. The information will not be shared with care homes or the police.</p><p> </p><p> </p><p> </p><p>CP-IS will hold child protection information only for children in England who are subject to a child protection plan or are looked after by a local authority.</p><p> </p><p> </p><p> </p><p>When NHS staff interrogate the CP-IS service, the system will share electronically the following information with the local authority responsible for the child: the time and date of the query, the name of the NHS healthcare worker who made the query, and the NHS organisation from within which the query was generated.</p><p> </p><p> </p><p> </p><p>CP-IS will not introduce information sharing over and beyond what is currently shared by NHS staff and local authorities.</p><p> </p><p> </p><p> </p><p>The Health &amp; Social Care Information Centre has published guidance on its website for NHS and local authority staff on how to use the CP-IS system.</p><p> </p>
