answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>The new national curriculum introduces the teaching of a foreign language to key stage 2 (ages 7 to 11) from September 2014, which will increase the uptake of foreign languages in both primary and, over time, secondary schools. By starting languages earlier, pupils will have longer to develop their skills to a high level before continuing with language learning in secondary school. The English Baccalaureate is already encouraging more young people to take a language at GCSE level. Take up by key stage 4 pupils in England of a modern foreign language increased by over 20% between 2012 and 2013.</p><p>The Department for Education believes it is important to give teachers the flexibility to decide how to teach. We expect schools to identify the support that they need to prepare for the new curriculum, recognising that different schools will face different challenges.</p><p>We are allocating £350,000 this year to fund training on the new national curriculum for teachers of modern foreign languages in primary and secondary schools. We have also allocated some £1.9m to teaching schools to lead curriculum change across and within their teaching school alliances. 46 of the projects being supported involve languages.</p><p>The independent Expert Group, chaired by a leading primary headteacher, has published links to useful resources, which are hosted on the website of the Association for Language Learning. This is specifically to support the introduction of a compulsory foreign language at key stage 2. Friend the Member for Richmond (Yorks) (Mr Hague) made a statement on 23 June expressing his concerns and urging the Egyptian Government to demonstrate its commitment to freedom of expression by reviewing this case as a matter of urgency. <br><br>The Egyptian Ambassador Ashraf el-Kholy was summoned to the Foreign and Commonwealth Office (FCO) on 23 June. FCO Political Director, Simon Gass told the Egyptian Ambassador that the British Government was deeply concerned by the verdicts, and with the procedural shortcomings of the trials. The British Ambassador to Egypt also raised this issue in Cairo with the Egyptian Ministry of Foreign Affairs on 24 June. This has been reaffirmed by my Rt. Hon. Friend the Prime Minister.</p><p /> <p>Government and the sector are taking every opportunity to promote the warm welcome the UK extends to international students, notably using the ‘Britain is GREAT' campaign. For example, the High Commission in Delhi began work last year (with the Foreign and Commonwealth Office, UK Trade and Investment and the British Council) to promote positive messages on UK education at outreach events, exhibitions and road shows in some of India's biggest cities.</p><p /> <p>Early indicators for 2014 show there was an increase in the year to March 2014 in the number of visa applicants for higher education institutions (+7%). Our overarching goal is to ensure that mental health has equal priority with physical health, and that everyone who needs it has timely access to the best available treatment. We have enshrined in law the equal status of mental and physical health in the Health and Social Care Act 2012.</p><p> </p><p>The Mandate to NHS England makes clear that 'everyone who needs it should have timely access to evidence based services'. This will involve extending and ensuring more open access to the Improving Access to Psychological Therapies programme, in particular for children and young people, and for those out of work.</p><p> </p><p>We are also committed to introducing access and/or waiting time standards for mental health. The revised Mandate asks NHS England to develop and evaluate a range of costed options to implement access and waiting standards for mental health services starting from April 2015, with a phased introduction depending on affordability.</p><p> </p><p>We will hold the National Health Service to account for the quality of services and outcomes for mental health patients through the NHS Outcomes Framework. Improvements for people with mental health problems will also be a crucial element of success across the framework as a whole.</p><p> </p><p>Our action plan, <em>Closing the Gap</em>, which was launched in January 2014, sets our priorities for action and progress in mental health services over the next couple of years, including actions supporting commissioners in allocating resources.</p><p> </p><p>We are setting up a new, national Mental Health Intelligence Network to provide comprehensive, up to date information about mental health and wellbeing, mental health problems and what the most pressing needs are in each area – which will support commissioning of services.</p><p> </p> answering member constituency North Norfolk answering member printed Norman Lamb question first answered 12/05/2014 12:00:00 answering member 1439 label Biography information for Norman Lamb

answer	answer is ministerial correction date of answer 08/05/2014 answer text <p>The revised school food standards will apply to single mainstream academies and free schools opening from July 2014, other mainstream academies and free schools opening from autumn 2014 and non-mainstream academies opening later in 2014. Academies set up prior to 2010 already have to comply.</p><p>During their review of school food, the authors of the School Food Plan approached several academy chains, including the Harris Federation, the Oasis Community Learning Multi-Academy Trust, and the School Partnership Trust. I also refer the honourable member to the answer given to the Lord's Oral Question on 6 February 2014 (<em>Official report Col 36 )</em>, announcing that the Government hasestablished an Independent Review into the self-inflicted deaths of 18-24 year olds in NOMS custody. The review is being led by Lord Harris of Haringey and will report by Spring 2015.
