Trade with members of CPTPP already benefits the region. In 2018, Shropshire and Staffordshire exported around £431m worth of goods to CPTPP countries and imported around £801m worth of goods from CPTPP countries[1]. In 2019, the West Midlands as a whole exported over £2.4 billion worth of goods to CPTPP member countries, representing around 8 per cent of the region’s exports. The West Midlands imported over £1.9 billion worth of goods from CPTPP member countries, representing just over 5% of goods imports to the region[2].</del></p><p> </p><p><del class="ministerial">Before applying, we will publish an outline approach and a scoping assessment setting out our negotiating objectives and the economic impact and benefits of accession.</del></p><p> </p><p><del class="ministerial">At that stage, we will provide a formal response to the government’s public consultation on the UK potentially seeking accession to CPTPP, outlining how our decisions and approach to accession have been informed by the submissions received from members of the public, businesses and civil society organisations. answer	answer is ministerial correction date of answer 15/06/2020 answer text <p>We are implementing our compartmentalisation strategy (isolating the symptomatic; quarantining new arrivals; and shielding the vulnerable) in the prison estate. The latest PHE modelling indicates this strategy has shown early signs of success. We are increasing headroom in the prison estate to better enable prisons to implement compartmentalisation and reduce the number of prisoners sharing cells. This has been actioned through a combination of the early release of low-risk offenders, provision of temporary accommodation and expediting remand hearings to reduce the unsentenced population.</p><p> </p><p>We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.</p><p> </p><p>Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including health concerns.</p><p> </p><p>The table below identifies the number of prisoners, broken down by establishment, sharing cells holding two or more people as at 27 March, 24 April and 29 May 2020. answer	answer is ministerial correction date of answer 15/06/2020 answer text <p>We are implementing our compartmentalisation strategy (isolating the symptomatic; quarantining new arrivals; and shielding the vulnerable) in the prison estate. The latest PHE modelling indicates this strategy has shown early signs of success. We are increasing headroom in the prison estate to better enable prisons to implement compartmentalisation and reduce the number of prisoners sharing cells. This has been actioned through a combination of the early release of low-risk offenders, provision of temporary accommodation and expediting remand hearings to reduce the unsentenced population.</p><p> </p><p>We are installing over 1,000 temporary cells to increase space and help reduce the spread of the virus. These units are being placed where there are the highest number of shared cells, a lack of in-cell sanitation and where there are high numbers of vulnerable prisoners. We have also opened an Annex at HMP/YOI Rochester to hold up to 70 men.</p><p> </p><p>Upon arrival into custody, all prisoners’ suitability to share a cell is risk assessed. These assessments are based on numerous factors including health concerns.</p><p> </p><p>The table below identifies the number of prisoners, broken down by establishment, sharing cells holding two or more people as at 27 March, 24 April and 29 May 2020. answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>While we are rightly focusing on taking action to tackle the immediate Covid-19 crisis, we continue to prioritise efforts to deal with the serious challenges of climate change.</p><p> </p><p>The Government remains committed to achieving net zero emissions by 2050. We will continue backing this objective by funding programmes that accelerate the shift to electrification. For example, the Faraday Challenge is providing £274 million to ensure the UK leads the world in the design, development, and manufacture of batteries for the electrification of vehicles.</p><p> </p><p>The 2017 Made Smarter Review highlighted the economic <del class="ministerial">(£455bn GVA + 175,000 jobs)</del><ins class="ministerial">and</ins> environmental opportunities <del class="ministerial">(4.5% reduction in CO2 emissions)</del> for the UK’s manufacturing sector until 2027. This includes £455 billion Gross Value Added, the creation of 175,000 jobs, and a 4.5% reduction in CO2 emissions. The development of low carbon technologies will benefit the UK economy, as well as reduce carbon emissions, including through the creation of new jobs.</p><p> </p><p>We will establish the world’s first net zero carbon industrial cluster by 2040 and at least one low carbon cluster by 2030. This is the second mission under the Clean Growth Grand Challenge, launched in December 2018, and is the most relevant to those manufacturing industries that often co-locate in clusters. Friend the Secretary of State for International Trade and I have been sorry to see the violence that has taken place in the United States of America.</p><p> </p><p>All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria (‘Consolidated Criteria’). In reaching a decision, the Department for International Trade receives advice from a number of Departments including the Ministry of Defence and the Foreign and Commonwealth Office. Together, we draw on all available information, including reports from NGOs and our diplomatic missions. The Consolidated Criteria provides a thorough risk assessment framework and requires us to think hard about the impact of exporting any equipment. These are not decisions my Department takes lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.</p><p> </p><p>Any licence granted by my Rt Hon. Friend the Secretary of State for International Trade may be subject to conditions. In addition, in line with the Consolidated Criteria, my Department is able to review licences – and suspend or revoke as necessary – when circumstances require. There are currently <del class="ministerial">nine</del> <ins class="ministerial">eight </ins>extant licences that may be linked to law enforcement agencies. Friend the Secretary of State for International Trade and I have been sorry to see the violence that has taken place in the United States of America.</p><p> </p><p>All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria (‘Consolidated Criteria’). In reaching a decision, the Department for International Trade receives advice from a number of Departments including the Ministry of Defence and the Foreign and Commonwealth Office. Together, we draw on all available information, including reports from NGOs and our diplomatic missions. The Consolidated Criteria provides a thorough risk assessment framework and requires us to think hard about the impact of exporting any equipment. These are not decisions my Department takes lightly, and we will not license the export of items where to do so would be inconsistent with the Consolidated Criteria.</p><p> </p><p>Any licence granted by my Rt Hon. Friend the Secretary of State for International Trade may be subject to conditions. In addition, in line with the Consolidated Criteria, my Department is able to review licences – and suspend or revoke as necessary – when circumstances require.
