answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>The off-payroll working rules (sometimes known as IR35) have been in place since 2000. They are designed to ensure that individuals working like employees pay broadly the same amount of tax and NICs, regardless of the structure they work through. They do not affect the self-employed.</p><p> </p><p>In 2017 the Government reformed the way the rules operate in the public sector in order to address widespread non-compliance. Evidence shows that compliance is improving without reducing the flexibility of the labour market.</p><p> </p><p>Budget 2018 announced that the reform would be extended to all sectors, but not until April 2020, giving businesses more time to prepare. The Government has consulted extensively on the reform and HMRC are rolling out guidance as well as an education and support programme.</p><p> </p><p>On 11 July 2019, HMRC published a Tax Information and Impact Note setting out the costs to business and individuals of the reform. DExEU Ministers have attended over 120 roundtable meetings on preparedness and a wide range of other EU exit topics, and have met national business and sectoral organisations that represent the key industries of the North West’s economy.</p><p>Ministers continue to conduct an extensive programme of visits across the UK to engage with business and civil society stakeholders on EU exit. The NICE referral guidelines for suspected gynaecological cancers recommend that GPs consider a suspected cancer pathway referral (for an appointment within two weeks) for women if, on examination, the appearance of their cervix is consistent with cervical cancer.</p><p> </p><p>People of any age who present with symptoms of cervical cancer, should make an appointment with their GP, who may then make a cancer pathway referral to a gynaecologist for examination. Periods should not be a barrier to education for any learner, and the department is introducing this scheme to help state-funded primary and secondary schools and 16-19 institutions respond to the needs of learners in the way that is most appropriate to their circumstances.</p><p>Nationwide rollout of this scheme to all state-funded primary and secondary schools and 16-19 institutions will take place in early 2020.
