answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>It is not possible to confirm exactly how many people in (a) Wales and (b) each parliamentary constituency in Wales became ineligible for the Severe Disability Premium (SDP) following their move to Universal Credit (UC) due to a change in circumstance. This is because each case must be individually assessed to determine whether SDP eligibility would have continued following the end of their claim to Employment and Support Allowance (ESA), Jobseekers’ Allowance (JSA) or Income Support (IS).</p><p> </p><p>Information on claimants of JSA and IS in receipt of SDP who have moved to Universal Credit would incur disproportionate cost in response to a Parliamentary Question.</p><p> </p><p>Regulations announced by the Secretary of State for Work and Pensions on 22 July 2019 provide support for claimants who were entitled to the SDP, and who have already moved to UC. From 24 July 2019, these claimants will be considered for backdated payments covering the time since they moved to UC. That means that we will be able to provide immediate support for these claimants who were entitled to the Severe Disability Premium on legacy benefits and who have already moved onto Universal Credit. These claimants will also be considered for backdated payments covering the time since they moved onto Universal Credit, as well as ongoing monthly payments that reflect any lost Severe Disability Premium. The Agency Agreement signed by the Secretary of State and Welsh Ministers sets out the limitations that needed to be considered by bidders for the current Wales &amp; Borders franchise when they were developing their proposals in respect of English services. That restriction was put in place because capacity is limited in the Bristol area and, as well as additional services from Wales, local authorities in the Bristol area have been planning to upgrade Bristol local services for many years.</p><p> </p><p>Upgrade works for the Bristol area network are currently being developed through the Rail Network Enhancement Pipeline process. Until these upgrade works are completed, it is not possible to allow bids for unplanned additional train services.</p><p> </p><p>Given this background, bidders for the Wales &amp; Borders franchise were advised not to propose English services on the route prior to completion of those works.
