answer	answer is ministerial correction date of answer 01/02/2016 answer text <p>All authorised Green Deal participants must adhere to the Green Deal Code of Practice which clearly stipulates their roles and responsibilities in relation to carrying out energy efficiency measures and dealing with consumers. A Green Deal provider offering Green Deal finance must also hold the appropriate FCA permissions to do so and comply with the relevant elements of that regime. Any measures installed under a Green Deal, the Green Deal Home Improvement Fund, or Green Deal Communities must be installed to the standards required in the Publicly Available Standard 2030 (PAS 2030). Green Deal Certification Bodies exist to certify and audit Green Deal Installers against PAS 2030 and the Green Deal Code of Practice.</p><p> </p><p>Consumers with Green Deal finance plans who have a complaint can contact the Green Deal Ombudsman if their Green Deal provider is unable or unwilling to help when something goes wrong with a Green Deal Plan.</p><p> </p><p>My rt. hon. Friends the Secretaries of State for DECC and DCLG, have also commissioned Dr Peter Bonfield to chair an Independent Review of Consumer Advice, Protection, Standards and Enforcement for UK home energy efficiency and renewable energy measures. answer	answer is ministerial correction date of answer 27/01/2016 answer text <p>The UK supports the G7 Climate Risk Insurance Initiative and is committed to contributing to meeting the collective target set out in the Elmau declaration of helping up to an additional 400 million people in the most vulnerable developing countries to gain access to climate risk insurance by 2020. UK support under the Initiative includes a commitment of up to £100m to African Risk Capacity (ARC) and £15m for the Pacific Catastrophe Risk Assessment and Financing Initiative. Of this, the UK has contributed £32m so far to ARC.</p><p>On scaling up support to weather indexed microinsurance, the UK currently provides some support to livestock insurance in Kenya to improve the product offered to pastoralists and increase the role of the private sector. The UK also provides index-based insurance through the CGIAR climate change, agriculture and food security research programme (CGIAR-CCAFS). In September 2015, the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years. We are also doing all we can to support the UN to convene a further round of UN-facilitated peace talks over the coming weeks and firmly believe that a political solution is the best way to bring long-term stability to Yemen.</p><p>The Resolution on Yemen adopted at the Human Rights Council Session in September 2015 committed the Office of the High Commissioner of Human Rights to work with the Government of Yemen to help them investigate human rights abuses and violations. We urge the Government of Yemen to co-operate fully with this process. We continue to raise the importance of compliance with International Humanitarian Law with all sides to the conflict.</p><p>The UK operates one of the most rigorous and transparent export control regimes in the world. All exports of arms and controlled military goods are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing, taking account of all relevant factors at the time of the application. Risks around human rights violations are a key part of our assessment against the Consolidated Criteria.
