The Government has not developed a working definition of human eugenic practice. Article 51 of the European Union Charter of Fundamental Rights states that the instrument applies to Member States only when they are ‘implementing Union law'. This reflects the pre-Charter case law on the rights and principles that the Charter reaffirms. We have no set date for completion of consideration of the issues that relate to full ratification of the Council of Europe Convention on Human Rights and Biomedicine.
