answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The Government shares the public’s high regard for animal welfare and the welfare of our farmed livestock in all systems is protected by comprehensive and robust legislation. This is backed up by statutory species specific welfare codes, which encourage high standards of husbandry and which keepers are required by law to have access to and be familiar with. Defra’s Animal and Plant Health Agency inspectors and local authorities conduct inspections on farms to check that the animal welfare standards are being met.</p><p> </p><p>Whatever the system of production, the most important factor in determining animal welfare is good stockmanship and the correct application of husbandry standards. This reflects the advice of the Farm Animal Welfare Committee.</p><p> </p><p>We have already banned cages or close confinement systems where there is clear scientific evidence that they are detrimental to animal health and welfare. This analysis will be reflected in the updated Impact Assessment accompanying our formal response to this consultation. answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>The Government will take into account all factors that need to be considered in regulating the sale of the most polluting fuels. This includes the types of emissions from different fuels, the air quality benefits, and the impacts on business and households of switching to cleaner fuels.</p><p> </p><p>Our assessments of emissions of pollutants from domestic combustion sources use a range of data but are based on established international reporting. The range of fuels and appliances used in the UK is large and emissions from each combination vary greatly depending on how the appliance is operated. There is evidence that some people choose to do this already.</p><p> </p><p>Currently the Department cannot estimate the potential cost of this specific proposal, but is always open to suggestions from the chair of the WPSC. Digital reform of the Winter Fuel Payment Service is underway and will mean that from 2020/21 the Department could consider using newer technologies that may offer more flexibility over making improvements to the letters. answer	answer is ministerial correction date of answer 15/05/2019 answer text <p>Schools (and further education colleges, sixth form colleges and 16-19 academies) are required to identify and address the special educational needs (SEN) of the pupils they support and to use their best endeavours to make sure that a child or young person who has SEN gets the support they need. This is outlined in the statutory SEN Code of Practice.</p><p> </p><p>The school should assess the child, plan an intervention if a learning difficulty is identified, implement the intervention and then review the outcome and progressively repeat this cycle until the child’s learning difficulty is properly supported. This type of support is called SEN Support and the cyclical process is referred to as a ‘graduated approach’ to meeting children’s needs. This process should take place regardless of whether a child has been referred for an education, health and care (EHC) needs assessment by the local authority.</p><p> </p><p>Information regarding the average waiting time and the average cost of SEND assessments is not held by the department. However, information is published on the number and percentage of new education, health and care plans that are issued within 20 weeks of referral in the annual ‘Statements of SEN and EHC plans’ statistical release.
