answer text <p>Out of Court Disposals (OOCDs) are measures which allow police to deal quickly and proportionately with low-level offending without recourse to the courts. Simple and Conditional Cautions exist currently for adult offenders.</p><p> </p><p>Ministry of Justice published guidance on Simple Cautions for Adult Offenders, which can be found at: https://www.gov.uk/government/publications/simple-cautions-guidance-for-police-and-prosecutors</p><p> </p><p>Section 3 of the guidance states police officers must ensure the offender understands the implications of accepting a simple caution, and consents to receiving the disposal before it can be administered. The implications which must be explained are set out in paragraphs 62-76 of the guidance. This includes the significance of the admission of guilt and the retention and disclosure of criminal record information for future legal proceedings or criminal record checks. Guidance also states police officers should ensure offenders are given the opportunity to receive free and independent legal advice before accepting a simple caution.</p><p> </p><p>Similar points are made in the Ministry of Justice Guidance for Conditional Cautions for Adult Offenders (also in Section 3 of the guidance) which can be found at: https://www.gov.uk/government/publications/code-of-practice-for-adult-conditional-cautions</p><p> </p>

answer text <p>​The UK continues to be deeply concerned at the worsening humanitarian situation in the North-West and South-West (Anglophone) regions of Cameroon and the reports of human rights violations and abuses committed by both security forces and separatists. Violence is driving people from their homes, and impacting on the lives of ordinary civilians, particularly women and children. The UK is providing lifesaving assistance to 10,000 people in the Anglophone regions following a £2.5m contribution to UNICEF in December.</p><p>The British Government regularly raises concerns about the political, human rights, and humanitarian situation with the Government of Cameroon. Further to a phone call in March with Cameroon Prime Minister, Joseph Ngute, on 30 April, I met with the Cameroon High Commissioner to London to reiterate UK concerns. We discussed the plight of the 530,000 people who have been internally displaced within the Anglophone regions, the 32,000 refugees in Nigeria who have fled from the crisis, and the arrest and detention of Opposition Leader, Maurice Kamto and other political actors. I urged the Government of Cameroon to urgently take steps to establish a credible dialogue to tackle the root causes of the crisis in the Anglophone regions, and ensure fair and timely trial, or release, of detainees. The UK continues to call for unhindered humanitarian access to affected populations, and investigations into all reports of human rights violations and abuses. The UK and Austria delivered a joint statement with support from 37 countries on the deteriorating situation in Cameroon at the UN Human Rights Council in March, demonstrating the increasing concerns of the wider international community.</p>

answer text <p>The Home Office has introduced the EU Settlement Scheme to enable resident EEA and Swiss citizens, and their family members, to obtain an immigration status in the UK.</p><p>This status will protect, and enable individuals to demonstrate, their rights to work, education, healthcare, and other benefits and services in the UK after it has left the EU in both a ‘deal’ and ‘no deal’ scenario. This means that EEA and Swiss nationals who obtain status will retain their current entitlement to healthcare, education, benefits and social housing.</p><p>Guidance for decision makers can be found in the Decision Makers’ Guide (DMG) and Advice for Decision Making Guide (ADM) available online at <a href="https://www.gov.uk/government/collections/decision-makers-guide-staff-guide%20and https://www.gov.uk/government/publications/advice-for-decision-making-staff-guide." target="_blank">https://www.gov.uk/government/collections/decision-makers-guide-staff-guide and https://www.gov.uk/government/publications/advice-for-decision-making-staff-guide.</a></p><p>Departmental guidance is supplemented with updates when legal and procedural changes are introduced, and the HO continues to work across Government to provide information as appropriate.</p>

answer text <p>The Government has made clear that the rights of European Union citizens in the United Kingdom on exit day will be protected, and this includes being able to access National Health Service care without charge. It should be noted that EU citizens already living in the UK on exit day have up until 31 December 2020 to apply for Settled Status, but their access to healthcare will remain the same regardless of whether they apply for Settled Status up to then. The Department has already updated operational guidance and websites with the latest information for both EU citizens who wish to access NHS healthcare upon exiting the EU to EU citizens who are NHS staff. Further guidance and information will be published in due course.</p> more like this

answer text <p>The UK is following closely the protests in Sudan and is concerned by the Government of Sudan's response, including the use of lethal force, arbitrary detentions, and by the targeting of those providing medical assistance. On 8 January, alongside Troika (UK, USA, Norway) partners and Canada, we released a statement urging the Government of Sudan to respect the right to freedom of expression and peaceful assembly, to ensure those responsible for the deaths of protestors are held to account, and for the immediate release of those held in detention without charge or trial. We continue to monitor the situation closely and raise our concerns at the highest levels. British Embassy Khartoum most recently did so with senior officials in the Government of Sudan on 13 February. When I met the Sudanese Foreign Minister on 22 January, I conveyed UK concerns about the Sudan Government response to protests, emphasising the importance of the rule of law and human rights.</p> more like this
