answer	answer is ministerial correction date of answer 13/05/2019 answer text <p>In December 2018, the Government set out its proposals in “The UK’s future Skills-based Immigration System” White Paper, which is due to come into force from January 2021.</p><p>We are determined to ensure that the future immigration system is efficient and able to respond to users’ needs, and as proposed in the White Paper, we will reform existing sponsorship arrangements – streamlining, simplifying and minimising bureaucracy.</p><p>The Government values the positive contribution made to the UK by the digital, arts and sporting sectors and we want this to continue. It is not possible to assess whether there are any local authorities without an educational psychologist (EP) service as no information is collected on outsourced EP services.</p><p>The department’s main data source on teachers and other school staff is the annual School Workforce Census. The collection includes a count of educational psychologists (EP) employed centrally by local authorities and any that are reported as being directly employed by schools. It does not show any that are employed on an occasional basis. On average, 10 allegations of bullying and harassment have been made within each of the three previous financial years by members of the Army Cadet Force units in Northern Ireland, although this should not be taken to assume there were 10 in each year; the numbers vary. This will include cadets and all Cadet Force Adult Volunteers (officers, adult instructors and non-uniformed volunteers). answer	answer is ministerial correction date of answer 14/05/2019 answer text <p>Last year, the Government initiated a discussion on payment methods through a Call for Evidence on Cash and Digital Payments in the New Economy. This sought to gather evidence from industry and the public alike on how changing preferences for cash and digital payments impact on different sectors, regions and demographics.</p><p> </p><p>A formal Summary of Responses to this Call for Evidence was published in May 2019. This response set out the Government’s commitment to supporting digital payments, whilst safeguarding access to cash for those who need it. It also highlighted that the Treasury would set up and chair a Joint Authorities Cash Strategy Group, made up of regulators and the Bank of England, to facilitate further co-ordination between the authorities and provide comprehensive oversight of the overall cash infrastructure.</p><p> </p><p>The Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of free-to-use ATMs.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. In line with the Department’s commitment to meet the International Aid Transparency Initiative (IATI) standards for transparency of ODA spend, details of all research projects funded through the Department’s ODA allocation are reported to IATI and published online via d-portal.</p><p> </p><p>Whilst the Department is responsible for allocating ODA research funding, the responsibility for publishing research outputs lies with the researchers themselves, as appropriate and relevant to their work. Research projects directly commissioned and funded through the National Institute for Health Research (NIHR) Global Health Research programme are contractually obliged to publish their final report, which will be made publicly available through the NIHR Journals Library, along with any additional publications throughout the project lifetime. The UK Government has used and reported on the Guttmacher Institute estimates in our Single Departmental Plan Family Planning sector page since July 2018.</p><p> </p><p>DFID’s bilateral and multi-country programmes take an integrated approach in order to meet a wide range of women’s reproductive health needs. For example, providing a woman with holistic care for gender-based violence, HIV counselling, safe-abortion care and information on family planning. Because of the integrated nature of this work, it is not possible to provide a break-down of funding on safe abortion services alone. We are committed to ensuring everyone has access to the care and support they need, based on a principle of shared responsibility.</p><p>The NHS Long Term Plan, published on 7 January 2019, commits the National Health Service to continuing to improve the care provided to people with dementia and their carers. The National Implementation Framework, to be published imminently, will provide further information on how the Long Term Plan will be implemented. Medical records and counselling notes will routinely engage an individual’s Article 8 ECHR right to privacy.</p><p> </p><p>CPS guidance is clear that where it is a reasonable line of enquiry in the investigation, the police should obtain the complainant’s informed consent to gain access to these records and, in the limited circumstances where it is appropriate, to enable disclosure of material to the defence.
