answer text <p>NHS England allocates funding to clinical commissioning groups (CCGs), rather than to individual constituencies. Leeds is currently served by three CCGs – NHS Leeds West CCG, NHS Leeds North CCG and NHS Leeds South and East CCG. However, from April 2018 it is expected that the three Leeds CCG will merge into one. The merger was approved by the Commissioning Committee in October 2016, subject to conditions that the CCGs are in the process of discharging. Over the next few days NHS England expect to receive formal confirmation that those conditions have been met and the merger will proceed.</p><p> </p><p>Following the Autumn Budget’s announcement of an extra £1.6 billion of revenue funding for the National Health Service in 2018-19, NHS England has issued new planning guidance detailing how funding will be distributed in the coming year. answer text <p>In October 2017, we announced plans to set a longer term rent deal for local authorities, which will provide a stable financial environment for them to support the delivery of new homes. This gives local authorities the security and certainty they need to plan investment, and provides greater confidence about their future rental income to underpin their future house building plans.</p><p>At Autumn Budget 2017 the Chancellor of the Exchequer announced that we will raise the Housing Revenue Account borrowing cap by a total of up to £1 billion in areas of high affordability pressure for local authorities that are ready to start building new homes. Local authorities will be able to bid for increases in their caps from 2019/20, up to a total of £1 billion by the end of 2021/22.</p><p>Local authorities, as well as housing associations, will also be able to bid for funding from the £9 billion Affordable Homes Programme to deliver more affordable homes, including at a social rent. Funding for social rent will be targeted at areas with acute affordability pressures.</p><p> </p>

answer text <p>The department is working closely with Universities UK (UUK) on the ongoing programme of work on Mental Health in Higher Education. UUK has worked in partnership with the Institute for Public Policy Research to strengthen the evidence-base on mental health in higher education and launched their Step Change programme on 4 September 2017. The Step Change framework offers detailed guidance to Higher Education Institutions, including a strategy checklist for university leaders</p><p>(<a href="http://www.universitiesuk.ac.uk/policy-and-analysis/stepchange/Pages/checklist.aspx" target="_blank">http://www.universitiesuk.ac.uk/policy-and-analysis/stepchange/Pages/checklist.aspx</a>).</p><p> </p><p>The Children and Young People’s Mental Health green paper, open for consultation until 2 March, outlines government’s plans to set up a new national strategic partnership focused on improving the mental health of 16-25 year olds, encouraging more coordinated action, experimentation and robust evaluation of mental health services. The green paper also includes a proposal to encourage local coalitions between tertiary education providers, local authorities, and health and care commissioners and providers.</p><p> </p><p>In addition, the Higher Education Funding Council for England Catalyst Fund commits up to £30 million funding per year for collaborative projects that drive innovation in the higher education sector, enhance excellence and efficiency in higher education and support innovative solutions. For example, a project led by the University of the West of England with UUK, Cardiff University, York University and Student Minds will raise the importance of mental wellbeing in the sector.</p>

answer text <p>In higher education, there is already much work underway to improve the quality of mental health services for students, alongside services provided by the NHS, including through the NHS programme Improving Access to Psychological Therapies.</p><p> </p><p>The recent green paper on children and young people’s mental health outlines plans to set up a new national strategic partnership focused on improving the mental health of 16-25 year olds. This includes a proposal to encourage local coalitions between tertiary education providers, local authorities, and health and care commissioners and providers.</p><p> </p><p>The new partnership is also likely to look to support and build on sector-led initiatives in higher education such as University UK’s Step Change project. This calls on higher education leaders to adopt mental health as a strategic priority and adopt a whole-university approach to mental health, embedding it across all policies, cultures, curricula and practice.</p><p> </p><p>As autonomous and independent organisations, higher education institutions (HEIs) determine what welfare and counselling services they need to provide to their students. Each institution will be best placed to identify the needs of their particular student body, including taking actions in line with any legal responsibilities under the Equality Act 2010.</p><p> </p><p>A number of HEIs currently make use of outsourced or external service provision such as 24/7 counselling or support service; online self-help services; a crisis line for signposting to out-of-hours support.</p>

answer text <p>I have regular discussions with my Cabinet colleagues on the issues relating to the UK’s exit from the European Union, including on citizens’ rights.</p><p>We deeply value the contribution of all 150,000 EU citizens working in our health and care sector, they are vital to ensuring the effective delivery of services. Safeguarding the rights of EU citizens who are currently living in the UK, and ensuring reciprocal protections for UK nationals living in the EU was our first priority for negotiations.</p><p>It is a commitment we have delivered. The agreement reached in December will secure the status of EU nationals working in our health and care system, including doctors, meaning they will be able to stay and enjoy broadly the same rights and benefits as they do now. This includes the continued recognition of qualifications obtained by EU doctors and nurses who are resident or frontier working in the UK when we leave.</p> more like this

answer text <p>It is the responsibility of National Health Service trusts to have staffing arrangements in place that deliver safe and effective care. This includes allocating resources and recruiting the staff needed to support these levels and meet local needs.</p><p> </p><p>The Government previously committed to providing the NHS with an additional £10 billion, in real terms, by 2020/21 and recent commitments mean that by 2019/20, the NHS it will have received an additional £2.8 billion of revenue funding for frontline services – including staffing - than previously planned over the period.</p><p> </p><p>The Government is also taking a number of actions to increase the supply of NHS clinical staff who will be available for recruitment into the NHS. This includes expanding undergraduate medical school places and nurse training places by 25% and broadening routes into nursing.</p> more like this
