answer	answer is ministerial correction date of answer 22/02/2016 answer text <p>The purpose of the thematic review is to provide a qualitative assessment of how the Local Transformation Plans (LTPs), covering every clinical commissioning group (CCG), align with the Future in Mind principles to improve children and young people’s mental health, including the needs of young carers. It also aims to, where possible, identify local approaches that could inform future service planning and design in other areas to further improve children and young people’s mental health and wellbeing.</p><p> </p><p>As set out in NHS England’s guidance to support the development of LTPs an integral part was for CCGs to include a tracking template that sets out local progress milestones and financial spend. answer	answer is ministerial correction date of answer 23/02/2016 answer text <p>Section 96 of the Children and Families Act 2014, which came into force in April 2015, imposes a duty on local authorities to to <em>“…take reasonable steps to identify the extent to which there are young carers within their area who have needs for support.”</em> Once a young carer has been assessed, the local authority must consider whether the child has needs that could be met by services provided under section 17 of the Children Act 1989, that is, whether they should be supported as a child in need.</p><p>The Department currently supports the Carers Trust to help local authorities and voluntary sector partners to embed good practice, including good practice surrounding whole family support. This approach is intended to ensure effective, joined up, support with the potential to offer a single point of professional contact for young carers and their families. The aim is to understand how local areas are approaching the transformation process and where possible identify interesting local approaches that could inform future service planning and design to address the needs of all of the local population including those with dual diagnosis of physical and mental health.</p><p> </p><p>One of these thematic reviews focuses on the needs of vulnerable groups of children and young people, such as looked after children, care leavers and those in contact with the justice system. answer	answer is ministerial correction date of answer 22/02/2016 answer text <p>The NHS Constitution right to drugs and treatments reflects the legal funding requirement that applies to interventions recommended by the National Institute for Health and Care Excellence (NICE) technology appraisal guidance.</p><p> </p><p>NICE has not been asked to undertake a technical appraisal of psychological therapies. Non specialist includes acute, older adult, psychiatric intensive care and rehabilitation treatment.
