These were alleged to have taken place during the ongoing security operations in Rakhine, triggered on 9 October when three Burmese Border Guard Police posts were attacked by armed Rohingya groups. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. Baroness Anelay of St Johns, visited Burma from 9-12 November. She urged Burmese Government Ministers to resume immediate humanitarian access to the affected areas in Northern Rakhine and for a full and independent investigation into all reports of human rights violations. The Government of Burma has committed publicly to do so. That is why we have exempted supported housing from the Local Housing Allowance cap until 2019/20, from which point we will bring in a new funding model which will ensure that the sector continues to be funded at current levels, taking into account the effect of Government policy on social sector rents. We will apply the rent reduction to supported housing, with the exception of domestic violence refuges, with rents in these properties decreasing by 1% a year for 3 years, up to and including 2019/20.</p><p>Our social rent reduction policy was based on the need to put welfare spending on a sustainable footing whilst protecting the most vulnerable. It is right that supported housing providers make the efficiency savings we are asking of the whole social housing sector, and that’s why the 1% rent reduction will apply to the majority of them. answer	answer is ministerial correction date of answer 19/07/2016 answer text <p>We are committed to ensuring that high streets remain at the heart of their community and as a Government we have taken significant actions to help high streets thrive through a range of targeted tax breaks, sensible planning changes and measures to ensure fairer parking for motorists.</p><p>At the Budget, we announced the biggest ever cut in business rates in England – worth £6.7 billion over the next five years, cutting business rates for all ratepayers, and meaning 600,000 of the smallest businesses won’t have to pay business rates.
