answer text <p>The Government is committed to enabling exit for the non-household part of a statutory water and sewerage undertaker’s retail business. Since the Water Act received Royal Assent in May 2014, we have been working with the water industry to develop the secondary legislation necessary to enable companies to exit at the opening of the new retail market in April 2017. We consulted on the proposed policy approach in December 2014 and will be publishing a further public consultation on the draft retail exits regulations shortly.</p><p> </p><p> </p><p> </p><p>The Government has always been clear that exit must be voluntary. Our approach will enable each water and sewerage undertaker to decide whether or not they wish to exit the market for non-household retail services. Undertakers will also have the choice to continue to provide retail services to non-household customers within their area of appointment, under the existing licence of appointment. However, an undertaker can only exit to a retailer that holds one of the new Water Supply and Sewerage licences (WSSL). An undertaker cannot exit to another undertaker because undertakers will not be eligible to hold one of the new retail licences. An undertaker could not, therefore, take a transfer of customers from outside of its area of appointment.</p><p> </p><p> </p><p> </p><p>The only exception to this rule would be in the case of a merger between undertakers. To cover this eventuality, there is a special merger regime that explicitly considers the impact of the merger on Ofwat’s ability to regulate effectively for customers and either prohibits mergers or seeks to extract remedies for customers from company shareholders to make up for any detriment. We assume that ‘regulated money’ refers to the revenue allowances that water undertakers are allowed to recover from customers under their price limits, most recently set by Ofwat in December. In this scenario it would not be possible for such ‘regulated money’ to be used to take over another water company except where that company had already outperformed the price settlement through efficiencies.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The companies holding one of the new ‘retail’ WSSL licences are expected to include both new entrants to the market that have no association with any existing water company; and ‘associate licensees’ that form part of an undertaker’s wider group business but are nevertheless required to be established as a separate legal entity. These licenced retailers will operate in the competitive market and may therefore opt to use their own working capital to acquire customers through a transfer following an exit. In this scenario it would therefore similarly be impossible for ‘regulated money’ to be used to take over another water company’s retail arm because these companies are not subject to price limits set by Ofwat through the price review process.</p><p> </p><p> </p><p>There are already requirements in the water and sewerage undertakers licence of appointment that ensure that all transactions with an associated licensee must be conducted on a fair and non-discriminatory basis and companies are subject to rigorous transfer pricing rules that ensure transactions are conducted on an arms’ length basis. Ofwat’s recently published consultation on the proposed form and content of the new retail licences for the expanded retail market proposes that similar requirements should also be placed on to holders of these new Water and Sewerage Supply Licences (the new retail licences). These checks and balances mean that it would not be possible for the retail arm of a water and sewerage undertaker to use regulated money to take over the customer base of water companies that have exited the market place.</p>

answer text <p>In February 2014, Government Ministers and the Mayor of London launched the ‘Moving more, Living more’ initiative to reduce physical inactivity as part of the legacy from the 2012 Olympic and Paralympic Games. Moving More, Living More recognises that government departments and the Mayor's teams need to work together to reduce physical inactivity, along with local authorities, the health sector, businesses and employers, and local community groups.</p><p>Sport is part of the answer to reducing physical inactivity. Between 2012 and 2017, Sport England is investing over £1 billion to get more people playing sport. Currently 15.6 million people play sport regularly in England, which is an increase of 1.6 million since London won the bid to host the Olympic and Paralympic Games in 2005.</p> more like this

answer text <p>Through the primary physical education (PE) and sport premium, the Department for Education is providing over £450 million of ring-fenced funding across three academic years, until academic year 2015/16, to improve PE and sport. The independent research company, NatCen, is evaluating the impact, and assessing schools’ use of the premium. A research brief was published in September 2014, reporting an improvement in PE teaching in over 90% of cases. The interim report is available here: <a href="https://www.gov.uk/government/publications/pe-and-sport-premium-an-investigation-in-primary-schools" target="_blank">https://www.gov.uk/government/publications/pe-and-sport-premium-an-investigation-in-primary-schools</a>, and the full report will be published in autumn 2015.</p><p> </p><p> </p><p> </p><p>Schools are held accountable for the way in which they spend their funding through Ofsted whole-school inspections. They are required to publish online reports detailing their spending plans and the impact of the primary PE and sport premium. Ofsted has strengthened its coverage of PE and sport, to ensure that all primary school inspections report on the extent to which the school is effectively using the premium to improve the quality and breadth of PE and sport provision.</p><p> </p><p> </p><p> </p><p>The premium has been allocated to approximately 18,000 schools in academic year 2014/15. Information on the extent to which individual schools meet the conditions of the premium will be made public through Ofsted’s reporting on schools following section five inspections.</p><p> </p>

answer text <p>London 2012 Games Makers have been alerted to 22 different volunteering opportunities via the Be Inspired newsletter from January 2014 to February 2015 inclusive. Examples of opportunities include volunteering with British Athletics at the Sainsbury’s 2014 Summer Series, and a chance to volunteer with England Hockey at the EuroHockey Championships in August 2015, which was promoted in the November 2014 newsletter.</p><p>Join In was established in 2012,supported by government funding, to harness the goodwill generated around the London 2012 Olympic and Paralympic Games to promote sport volunteering. It works in close collaboration with Sport England, including as the provider of content around volunteering opportunities for the Sport England-owned ‘Be Inspired’ database, which includes the London 2012 volunteers and covers the opportunities to volunteer listed above.</p><p>In addition to this collaboration, Join In has been successful in attracting London 2012 volunteers into its own campaigns and wider event volunteering, including directing over 2,000 Games Makers through to information on volunteering for the Tour de France Grand Depart in July 2014 and sourcing nearly 250 Games Makers to volunteer at the Richmond Running Festival (September 14).</p><p>At grassroots level, Join In recruited and retained 100,000 volunteers a year in community sport for local sports clubs and other projects in 2013 and 2014. Their 2014 volunteer survey showed that a high proportion of the sample of these volunteers surveyed had previously volunteered at London 2012 (74%).</p><p> </p><p>In addition, around 80% of Join In Local Leaders volunteered at London 2012, citing the opportunity to be part of the legacy as a key motivating factor in their application. Over 250 of Local Leaders have been recruited by Join In to drive volunteering in local areas. Join In also administers the largest online community of London 2012 volunteers – a Facebook page with 50k subscribers.</p>
