answer	answer is ministerial correction date of answer 20/01/2015 answer text <p>Neither I nor any of my Defra Ministerial colleagues have met representatives of either the oxo-biodegradable or compostable bag industries in the last 12 months.</p><p> </p><p> </p><p> </p><p>At the official level, I set up a Stakeholder Advisory Group in September last year, which will be consulted as part of the review of industry standards for the biodegradability of plastic material. The Stakeholder Advisory Group met twice last year and includes Government officials as well as representatives of the Renewable Energy Association (who represent the compostable bag companies), the Oxo-biodegradable Plastics Association, academics and a number of other industry stakeholders such as the British Plastics Federation and the Plastics and Films Association. We expect that this group will meet on three further occasions this year.</p><p> </p><p> </p><p> </p><p>In addition, officials have met representatives of oxo-biodegradable firms on two occasions in the last 12 months to provide feedback on unsuccessful applications for funding under the Small Business Research Initiative. However, over £400 million has been invested in the Improving Access to Psychological Therapies (IAPT) programme to make a choice of psychological therapies available for those who need them in all parts of England. We are also investing in improving provision for children and young people.<br> <br></p><p> </p><p>IAPT services are not counselling services but may be provided to someone who has developed post-traumatic stress disorder in response to abuse. Assessment for IAPT services includes questions in relation to trauma. IAPT services treat depression and anxiety disorders which are also typical consequences of traumatic abuse.</p><p> </p><p> </p><p> </p><p>The Department’s 2014-15 Mandate to NHS England makes clear that ‘everyone who needs it should have timely access to evidence based services’. answer	answer is ministerial correction date of answer 20/01/2015 answer text <p>There are no current legislative proposals to ensure that recipients of social care are able to access complaints advocacy.</p><p> </p><p> </p><p> </p><p>There is a duty to provide statutory advocacy support in adult social care in relation to some of the most vulnerable people using social care services - people who lack capacity to make decisions themselves. They have the right to statutory advocacy in relation to care planning and also in some cases for care reviews and safeguarding, under certain circumstances.</p><p> </p><p> </p><p> </p><p>The Care Act 2014, which comes into force in April this year, introduces a new statutory duty on local authorities to provide access to independent advocacy. This has been introduced to support people’s involvement in care and support needs assessments, carers’ needs assessments, care planning, review and adult safeguarding boards. answer	answer is ministerial correction date of answer 19/01/2015 answer text <p /> <p>Domestic abuse is the worst possible violation of the trust that those in close relationships place in one another. That is why tackling domestic violence and abuse has been one of this Government’s top priorities. We are committed to ensuring that victims of this serious crime are considered in all aspects of the criminal justice system, and supported appropriately.</p><p> </p><p>The Victims’ Code was implemented in December 2013. It sets out to criminal justice agencies the enhanced services and support they must provide to victims of the most serious crimes, including victims of domestic violence. This includes providing information on pre-trial therapy and counselling and referral to specialist organisations for support.</p><p>As part of the current pilot of adult out-of-court disposals, the Ministry of Justice has issued guidance to the three participating police forces (Staffordshire, West Yorkshire, and Leicestershire) setting out how the framework should be used for low-level offences involving domestic violence. The guidance imposes a number of restrictions on the forces and requires them to obtain the victim’s consent for the matter to be dealt with out of court.</p><p>In addition, the National Offender Management Service’s framework <em>Supporting Women offenders who have experienced domestic or sexual violence</em>, published in September 2011, is designed to provide guidance to those working with female offenders in custody and the community. The framework intends to ensure that interventions and services take place within an environment in which women who have been victims of domestic violence are able to both disclose abuse and receive support and advice in a safe, female only environment.</p><p> </p><p>In addition to these pieces of guidance, my Right Honourable Friend, the Secretary of State for the Home Department has issued the <em>Violence Against Women and Girls Action Plan</em>, which sets out the Government’s approach to tackling domestic violence and abuse, and is supported by guidance to victims, their friends, families, employers and colleagues.</p> answering member constituency Hemel Hempstead answering member printed Mike Penning question first answered 19/01/2015 17:40:36 answering member 1528 label Biography information for Sir Mike Penning
