answer text <p>Whilst we recognise there are benefits to be derived from Patient Access Schemes (PAS), both the 2009 and 2014 Pharmaceutical Price Regulation Schemes (PPRS), negotiated with the United Kingdom pharmaceutical industry, set out that PAS should be the exception rather than the rule. It is important that PAS are operationally manageable for the National Health Service, and any burden for the NHS should be proportionate to the benefits of the PAS for the NHS and patients.</p><p> </p><p> </p><p> </p><p>The 2009 and 2014 schemes set out the Department’s and the Association of the British Pharmaceutical Industry’s commitment to ensure that the cumulative burden on all parties involved in the operation of PAS is manageable. The PPRS recognises that it is reasonable for the Department to take this issue into account when considering the viability of individual PAS proposals.</p><p> </p><p> </p><p> </p><p>The 2014 PPRS states that the Department is unlikely to agree more than one PAS for a single product because of the complexity this would introduce for the NHS.</p><p> </p><p><strong> </strong></p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>I am due to meet with the Minister for Europe on 17 December to discuss the issue of Thalidomide and will consider after that whether further representations need to be made to the German Government.</p><p> </p><p> </p><p> </p><p>I met with the Thalidomide Trust on 23 June 2014 and agreed to write to my counterpart in Germany. answer text <p>The British Ambassador to Bahrain has publicly raised the UK’s concern about the death of Hasan al-Shaikh at Bahrain’s Reformation and Rehabilitation Centre. A Special Investigation Unit report led to six members of staff, including three high ranking officers, appearing before the High Criminal Court on 25 November to answer charges of assaulting and torturing four men, including Al Shaikh. All six defendents pleaded not guilty and the case was adjourned until 22 December. The UK Government stands firmly against torture and cruel, inhuman, and degrading treatment or punishment, and we continue to work closely with the Government of Bahrain to share best practice on torture prevention measures.</p> more like this

answer text <p>I understand that Zainab Al-Khawaja was released on bail on 19 November. Her next court hearing will be on 9 December for charges under Bahrain’s &quot;lese majeste&quot; law. The British Ambassador to Bahrain has raised the case at a senior level with the Government of Bahrain and emphasised the importance of ensuring that due legal process is respected and international norms of justice adhered to. I will continue to monitor the case closely.</p> more like this

answer text <p>I am aware of the arrest of 15 women on 16 November on suspicion of disrupting the electoral process, belonging to an illegal group and calling for the overthrow of the government. I understand that all of them have now been released, but investigations into 12 individuals continue. The British Embassy in Bahrain will continue to monitor these cases.</p><p>The UK Government stands firmly against torture and cruel, inhuman, and degrading treatment or punishment. We remain concerned by continuing allegations of torture and mistreatment in Bahrain, and continue to urge the Government of Bahrain to investigate any such allegations promptly, thoroughly and impartially.</p><p> </p> more like this
