answer text <p>The Government has initiated a supply chain plan policy in the renewable electricity sector. To be able to take part in the allocation process for a Contract for Difference, developers of projects above 300MW must submit a supply chain plan providing evidence that the project will make a material contribution to the economic growth and viability of the industrial supply chain. Any plans assessed by Government to be unsatisfactory would not be allowed to enter the Contract for Difference round. In addition the Offshore Wind Industry Council – a partnership between industry and Government - is taking forward actions from the offshore wind supply chain review conducted by Matthew Chinn that was published last month.</p><p> </p><p>Through the industrial strategy programme, we are working in partnership with industry to develop strong supply chains in the UK. We have set out a range of measures in our sector strategies published last year, which we are continuing to deliver.</p><p> </p> more like this

answer text <p>No new financial aid programmes have been approved in India since 2012.</p><p> </p><p>DFID takes seriously tackling the misuse or misappropriation of UK Aid, and has a range of robust controls and measures in place to safeguard the UK taxpayers’ money.</p><p> </p><p>In DFID India this includes conducting regular and rigorous fiduciary risk assessments to determine the way in which UK Aid is provided. We have put in place strong programme monitoring systems, including fraud trackers for all key projects. We conduct Fiduciary Risk Assessments (FRA) on programmes where direct financial assistance is provided to the government. All partners are subject to pre-funding due diligence checks and regular scrutiny during programme implementation.</p><p> </p> more like this

answer text <p>The Government has made huge progress in delivering the infrastructure that the UK needs, establishing the first ever national infrastructure plan, which now shows that more than 2,500 projects have been completed since 2010.</p><p>We have invested over £69 million to provide superfast broadband to over 275,000 homes and businesses in Wales and work has begun on the £212 million investment at the new prison in north Wales. We have provided the Welsh Government with £924 million in additional capital spending power since the Spending Review in 2010, and the Welsh Government will be able to borrow up to £500 million to enable them to complete the investment needed on the M4.</p><p>Over the next five years Wales will benefit from major infrastructure projects, including the electrification of the south Wales mainline and the Valley lines rail network. The Government will also continue to work with Hitachi and Horizon to secure the new investment in energy generation at Wylfa Newydd.</p><p> </p>

answer text <p /> <p>Our Transforming Rehabilitation reforms will tackle the problem of persistently high reoffending rates by opening up the delivery of rehabilitation services to a diverse range of public, private and voluntary sector providers. Providers will only be paid in full if they are successful at reducing reoffending. We are also putting in place an unprecedented ‘through the gate’ resettlement service giving most offenders continuous support by one provider from custody into the community. Rehabilitation support is also being extended to an extra 45,000 offenders on sentences of less than 12 months, who currently get no support on release and have the highest reoffending rates.</p><p> </p><p>As part of the reforms, transition to new probation structures took place on 1 June 2014 and the National Probation Service and 21 Community Rehabilitation Companies are now live. The 21 Community Rehabilitation Companies remain in public ownership while the competition to establish their new owners progresses. We will be able to assess the impact of the reforms on reoffending rates once we have transitioned service provision to the new providers.</p><p> </p><p>A significant step towards completing these reforms was taken on 5 December as we awarded contracts to the organisations that will lead a new approach to rehabilitation. There was strong competition for each of the 21 Community Rehabilitation Companies, with bids showing real innovation. Nineteen of the 21 contract areas will be led by new partnerships and joint ventures between private sector firms and some of Britain’s biggest and most successful rehabilitation charities. Six will be run with the involvement of a probation staff “mutual”. We expect new providers to be in place by early next year, in line with the Government’s commitment to introduce these reforms by 2015.</p>

answer text <p>Since August 2012 the Department for Business, Innovation and Skills has benefitted from having central records of contracts let by the Department. However, the operational management of each contract continues to rest with the respective project SRO (Senior Responsible Owner) or team, and there may often be valid reasons for any subsequent contract changes. The Department is reviewing its Commercial Strategy and expects to increase management information in this area soon but presently lacks the capacity to marry contracts let with actual payments made, and to do so would involve disproportionate cost.</p> more like this

answer text <p>Our tough spending controls have helped ensure substantial reductions in central Government spend on consultancy. Our 2013/14 spend was £316 million - an astonishing 74% reduction on spend in 2009/10 in the last year of the previous Government.</p><p>Since the 2010 General Election, all use of contractors, consultants and temporary interims in my department has to go through an internal Cabinet Office approvals process which also scrutinises material cost changes to existing contracts. This was not the case under previous administrations.</p><p>As part of this Government's transparency programme, we publish spend data over £25,000 and contracts over £10,000 on Gov.uk and Contracts Finder.</p><p>Suppliers are required to submit a fixed fee for work and a breakdown of total costs to ensure that day rates and number of days are transparent and reasonable. Changes to requirements are agreed via a formal contract variation.</p><p> </p> more like this
