answer	answer is ministerial correction date of answer 16/10/2014 answer text <p>The law on joint enterprise means that if two or more people share an intention to commit an offence and the offence is subsequently committed, all parties involved can be prosecuted for that offence. They may also be liable for any collateral offences which they foresaw might be committed by other members of the group in the course of putting their plan into effect. But they would not be liable for any offences that were fundamentally different from anything they foresaw or if they had taken steps to withdraw from the enterprise before the plan was carried out.</p><p> </p><p>The law serves a useful purpose in bringing to justice all those who have been involved in the commission of an offence. RBS transferred £38 billion of ‘high-risk’ legacy assets to RCR. RCR is managed separately from the main bank, and the aim is to wind down these assets in full within three years. By March 2015, we expect to make measurable progress towards achieving true parity of esteem where everyone who needs it has timely access to evidence-based services”.</p><p> </p><p> </p><p> </p><p>NHS England is currently gathering information about access to and waiting times for adult mental health services around the country, and whether any particular groups of people experience longer waits or poorer access than others. Based on this information, we will then set new national standards that focus on improving access to adult mental health services.
