answer text <p>The method for estimating emissions from road transport, including powered two wheelers, is available in the latest National Atmospheric Emissions Inventory’s (NAEI) informative inventory report: <a href="https://uk-air.defra.gov.uk/assets/documents/reports/cat09/1904121008_GB_IIR_2019_v2.0.pdf" target="_blank">https://uk-air.defra.gov.uk/assets/documents/reports/cat09/1904121008_GB_IIR_2019_v2.0.pdf</a>. It uses the internationally recognised COPERT methodology produced by Emisia and if the abatement technology is already incorporated in the emission factor, then it will be reflected in the emissions estimates. Emission factors are presented in the EMEP/EEA Guidebook. The NAEI results for 2017 show that motorcycles and mopeds account for less than 0.5% of road traffic NOx emissions. The NAEI is subject to rigorous international reviews and has a continuous improvement programme to incorporate the latest available evidence.</p> more like this

answer text <p>The Government's Response to the Cycling and Walking Investment Strategy Safety Review was published in November 2018 and sets out how it intends to achieve its ambition to make cycling and walking a safe, easy and affordable travel option. As part of the review the Department commissioned a rapid assessment to explore the evidence around the impact of cycling and walking interventions on improving cyclists and pedestrian safety and feelings of safety, and whether these can be introduced without adversely effecting participation in cycling and walking. answer text <p>The Traffic Signs Regulations and General Directions 2016, as amended, prescribe the traffic signs to be used to indicate if motorcycles are allowed into bus lanes. This is a decision for local traffic authorities to make, and they are not required to inform the Department. Accordingly, the Department does not hold information on which authorities allow motorcycles into bus lanes.</p><p>Traffic authorities are responsible for providing traffic management schemes for their roads and are free to make their own decisions about the streets under their care, provided they take account of the relevant legislation.</p><p> </p><p>The Department has published Traffic Advisory Leaflet (TAL) 2/07 ‘The Use of Bus Lanes by Motorcycles’ in 2007. There are no plans to revise this. answer text <p>The Department does not hold information on whether drivers or riders involved in reported road accidents acted unlawfully. The closest information available in the road casualty data is contributory factors.</p><p> </p><p>Contributory factors provide some insight into why and how road accidents occur. They are designed to give the key actions and failures that led directly to the actual impact to aid investigation of how accidents might be prevented.</p><p> </p><p>When police officers attend the scene of an accident, they are able to select up to six factors they believe contributed to the accident (for each vehicle and casualty involved). Please note that this does not assign blame for the accident to any specific road user, but gives an indication of which factors the attending officer thought contributed to the accident.</p><p> </p><p>The contributory factor data for motorcyclist casualties for the last three years is given in the table attached. Contributory factor statistics presented here are allocated to the drivers, riders or pedestrians involved in accidents where the motorcyclist casualties occurred.</p><p> </p><p> </p>

answer text <p>FCO and DFID have conducted a number of awareness raising activities for the ‘UK Support for Human Rights Defenders’ document both before and after its publication.</p><p> </p><p>During its development a selected number of overseas diplomatic posts, Non-Governmental Organisations (NGOs) and human rights defenders were consulted. Following its publication and announcement at the Global Conference for Media Freedom in July, the document has been made available on GOV.UK in all six UN languages. The document has been sent to all posts in the UK diplomatic network encouraging them to use it in the course of their work with human rights defenders as well as to relevant policy staff in DFID headquarters.</p><p> </p><p>The document has also been circulated on external websites such as Human Rights Watch, Global Witness, and the Business &amp; Human Rights Resource Centre. The FCO and DFID will continue their outreach with human rights networks, NGOs and human rights defenders. Lord Ahmad has also written to Michelle Bachelet (UN High Commissioner for Human Rights) to inform her of the document.</p><p> </p><p>The FCO and DFID will continue to look for opportunities to further promote and publicise the document including Human Rights Defenders Day on 9 December and Human Rights Day on 10 December.</p>
