answer	answer is ministerial correction date of answer 29/03/2017 answer text <p>The Crisis Homelessness Monitor 2017 presents the challenges of homelessness in the country and is informed in part by data which is collected and published regularly by the Department for Communities and Local Government (DCLG).</p><p>The Government is committed to tackling homelessness and rough sleeping. As the Crisis report acknowledges we are taking action by supporting the Homelessness Reduction Bill which will significantly reform England's homelessness legislation, ensuring that more people get the help they need earlier to prevent them from becoming homeless in the first place.</p><p>We are also spending £550 million to tackle homelessness and rough sleeping in England by 2020. This includes our £50 million Homelessness Prevention Programme which will deliver an end-to-end approach to prevention, supporting 84 projects across England, including £30 million to help those who are sleeping rough or new to the streets, or those with the most complex needs, recover from their homelessness.</p><p>Time spent in temporary accommodation means people are getting help and it ensures no family is without a roof over their head. Households now spend on average less time in temporary accommodation than at the start of 2010. We have recently announced the allocations for the DCLG’s new Flexible Homelessness Support Grant which will replace the Department for Work and Pensions Temporary Accommodation Management fee from April this year. Views were invited on three options: abolishing civil partnerships; phasing them out; or extending them to opposite sex couples.</p><p>The review found that there was no clear consensus on the future of civil partnerships. A majority of respondents to the consultation were against extending civil partnerships to opposite sex couples and several significant stakeholders thought it was too soon to consider making changes to civil partnerships until the impact of extending marriage to same sex couples is known. Given the lack of any consensus, the Government did not change the Civil Partnership Act 2004.</p><p>The decision not to change the law was judicially reviewed last year and the Government won in the High Court. The Court of Appeal dismissed an appeal against the High Court judgment this week and confirmed that the Government’s approach is lawful.</p><p>We welcome the Court’s ruling. Before we take any action on this issue, it is right that we evaluate the impact that same sex marriage has on the take-up of civil partnerships. Since the start of the IAPT Programme in 2008, more than four million adults have entered the IAPT programme. At Budget 2016, the Government announced a £6.7 billion package of cuts in business rates. This included the permanent doubling of small business rate relief to 100 per cent, and an increase in the threshold for 100 per cent relief from £6,000 to £12,000 rateable value.
