The franchise agreement does have contractual guarantees with regard to (a) on-station staffing, and (b) on-train staffing. We will publish the Franchise Agreement in due course at; <a href="https://www.gov.uk/government/collections/public-register-of-rail-passenger-franchise-agreements" target="_blank">https://www.gov.uk/government/collections/public-register-of-rail-passenger-franchise-agreements</a>. With regard to (c) ticket office staffing, these are the responsibility of the station operator, which is required to comply with the Ticketing and Settlement Agreement.
