answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is delivering the FCTC 2030 project, including supporting fifteen low and middle-income countries to accelerate the implementation of the WHO FCTC. Implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, including tobacco track and trace systems, is not a specific area of focus for the FCTC 2030 project. However, several FCTC 2030 countries have joined the Protocol. On 27 June 2018, the UK ratified the Framework Convention on Tobacco Control Protocol, an important international agreement that promotes a framework of regulation and cooperation to tackle the illicit trade.</p><p> </p><p>The government remains fully committed to the Protocol and to working with other Parties, including the EU Commission, to ensure its global implementation. HM Revenue &amp; Customs (HMRC) will continue to take an active role supporting the FCTC Secretariat’s work programme, sharing expertise and supporting other Parties work towards implementation.</p><p> </p><p>Parliament passed legislation to implement all compulsory elements of the Protocol prior to the UK’s ratification. A track and trace system, as required by Article 8 of the Protocol, is being introduced under requirements of the Tobacco Products Directive 2014/40.</p><p> </p><p>In addition, HMRC continues to maintain its worldwide network of Fiscal Crime Liaison Officers (FCLOs), who work with overseas authorities to tackle tobacco smuggling. answer	answer is ministerial correction date of answer 15/09/2017 answer text <p>The <em>Plan for Public Procurement: Food and Catering Services</em> which was published in 2014 already provides UK food businesses with greater access to central government and wider public sector contracts.</p><p>The Plan aims to simplify the public procurement process and open up the market to more SMEs and local producers. It provides a level playing field on which UK producers can compete for the opportunity to supply more of the produce currently supplied from other countries. It includes tools such as the balanced scorecard, to help contracting parties to balance a range of criteria beneficial to the consumer, the environment, and to producers. These criteria include embedding UK production standards, encouraging seasonality of fresh produce and calling for menus which celebrate the provenance of the food. This approach is a UK-led initiative which is not affected by leaving the EU.</p><p>The balanced scorecard approach is mandated for central government departments as existing contracts come up for renewal and it is also strongly encouraged for other public sector bodies.
