answer	answer is ministerial correction date of answer 12/02/2019 answer text <p>The Making Tax Digital (MTD) VAT pilot service is already open to all businesses that will operate MTD from 1 April.</p><p> </p><p>Businesses and accountants are making preparations for the introduction of MTD, and thousands have already joined the pilot on a voluntary basis to test the service before they are mandated to use it. Most businesses will not need to submit their first VAT return through the new service until August at the earliest. We have called on the Indonesian authorities to ensure that the security response is proportionate. Our Ambassador has discussed this with senior officials in the Ministry of Foreign Affairs. We are aware of a media claim about the possible use of white phosphorus. This has been strongly denied by the Indonesian authorities. answer	answer is ministerial correction date of answer 12/02/2019 answer text <p>The change to the law to allow access to cannabis-based products for medicinal use does not change existing rules and policies on recreational use and misuse of cannabis. The Government has no plans to legalise cannabis and the penalties for unauthorised supply and possession remain unchanged.</p><p> </p><p>Access to medicinal cannabis is strictly controlled. It must be prescribed by, or under the direction of, a specialist doctor on the Specialist Register of the General Medical Council. We are committed to supporting those with physical and mental health conditions, and ensuring that terminally ill patients are treated with the utmost sensitivity and care, when making a claim to Universal Credit.</p><p> </p><p>Universal Credit provides enhanced personalised support for people. Universal Credit is simplifying the benefits system. All claimants, including vulnerable claimants and those with mental health conditions, receive continuous tailored support managed through personal work coaches, who know each person. We have started to deliver additional training in mental health that will be available to work coaches to build their expertise and provide the most effective support.</p><p> </p><p>We are continuously reviewing and improving the service for vulnerable people who claim Universal Credit to ensure that it is accessible and responsive to their needs. This includes how they are identified and supported, either from our own staff or via referrals from local services.</p><p> </p><p>The information requested on special rules is not readily available and to provide it would incur disproportionate cost. We have committed to explore options around data sharing with the SSAC to consider how current practices could be enhanced.
