answer text <p>The Human Fertilisation and Embryology Authority is responsible for licensing research involving the use of human embryos but has no role in authorising those clinical trials governed by the Medicines for Human Use (Clinical Trials) Regulations 2004 (2004 Regulations).</p><p> </p><p> </p><p> </p><p>The Medicines and Healthcare products Regulatory Agency is responsible for the regulation of clinical trials of medicinal products carried out under the 2004 Regulations, which implements the Clinical Trials Directive 2001/20/EC. The Regulations do not cover treatment services.</p><p> </p><p> </p><p> </p><p>The Regulations define a clinical trial as:</p><p> </p><p> </p><p> </p><p>“clinical trial” means any investigation in human subjects, other than a non-interventional trial, intended—</p><p> </p><p>(a) to discover or verify the clinical, pharmacological or other pharmacodynamic effects of one or more medicinal products,</p><p> </p><p>(b) to identify any adverse reactions to one or more such products, or</p><p> </p><p>(c) to study absorption, distribution, metabolism and excretion of one or more such products,</p><p> </p><p>with the object of ascertaining the safety or efficacy of those products;”.</p><p> </p><p> </p><p> </p><p>Gametes and embryos are not used in medicinal products so any research involving gametes and embryos is outside the scope of the 2004 Regulations and the Directive. Consequently, there have been no “clinical trials”, as defined by the 2004 Regulations, involving gametes and embryos.</p><p> </p>

answer text <p>Sexual assault services are a public health function commissioned under section 7A (S7A) of the National Health Service Act 2006. They are commissioned as part of NHS England’s health and justice arrangements because of the alignment with the criminal justice system.</p><p> </p><p> </p><p> </p><p>Funding of Sexual Assault Referral Centres (SARCs) in 2013-14, was based on the previous year’s NHS investment from primary care trusts, which was £8.98 million. This was uplifted in 2014-15 to £16.5 million. The funding for 2015-16 is currently being agreed.</p><p> </p><p> </p><p> </p><p>Other investors in SARC services include police forces, Police and Crime Commissioners, local authorities and the Home Office.</p><p> </p> more like this

answer text <p>As my Rt. Hon. Friend, the Home Secretary, has made clear, the Government is committed to ensuring that our intelligence and law enforcement agencies have the powers they need to investigate crime, preserve national security and protect the public. These agencies need access to communications data, but capabilities continue to diminish due to rapidly changing technology. Both the Joint Committee on the Draft Communications Data Bill, which the Noble Lord chaired, and the Intelligence and Security Committee, which looked at this issue in detail, concluded that there was a gap in capabilities which needed to be addressed. The Government indicated at the time that we accepted the recommendations of the Joint Committee and were willing to make the changes necessary to give effect to those recommendations.</p><p>It is vital that this issue is returned to in the next Parliament, when the provisions in the Data Retention and Investigatory Powers Act 2014 will sunset, and when Parliament will also be able to consider the findings of the current review into investigatory powers that is being conducted by the Independent Reviewer of Terrorism Legislation, David Anderson QC.</p><p> </p>

answer text <p>The figure quoted was calculated by comparing the amount of freight moved by rail in Great Britain with the amount moved by heavy goods vehicles by road. As it is measured in tonne kilometres it takes into account both the distance travelled by the freight and its weight.</p><p> </p><p>The National Policy Statement supports the development of a robust infrastructure network of Strategic Rail Freight Interchanges in order to reduce road congestion, and deliver goods quickly and efficiently by rail, reduce carbon emissions, support growth and create employment. answer text <p>We are seriously concerned by Raif Badawi’s case. The UK condemns the use of cruel, inhuman or degrading punishment in all circumstances. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), has raised the matter with the Saudi Ambassador. We have previously raised the case at a senior level with the Saudi authorities.</p><p>The UK is a strong supporter of freedom of expression around the world. We believe that people must be allowed to freely discuss and debate issues, peacefully challenge their governments, exercise the right to freedom of thought, conscience and religion, and speak out against violations of human rights wherever they occur.</p> more like this
