answer	answer is ministerial correction date of answer 11/02/2016 answer text <p>The Government is working with commercial broadband providers to encourage them to fill the remaining gaps in superfast broadband coverage in London. BT has announced £50 million of investment in new commercial coverage, much of which will be aimed at London, and Virgin Media has announced a demand led investment programme of £3 billion over the next few years. Other suppliers are also active in London.</p><p> </p><p>As a result of commercially-led delivery and public funding in areas which are not commercially viable, superfast broadband coverage across the UK now reaches almost 90% of premises, providing access to speeds of more than 24Mbps. Coverage is on track to increase to 95% of premises by December 2017. The Government has also announced proposals for a Universal Service Obligation to enable all premises to request a broadband speed of at least 10Mbps, with the aim of implementing it in this Parliament. There has been intense fighting in recent days. One policeman and one soldier were killed on 9 February. Our condolences are with the families of the soldiers and police who have been killed, and with civilians caught up in the violence. We continue to call for the PKK to end its terrorist attacks and for the peace process to be resumed. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) and Her Majesty’s Ambassador to Turkey have emphasised to the Turkish government the need to respect human rights and avoid civilian casualties. High inflation, alongside high fiscal deficits, debt and interest rates, are lowering business confidence and crowding out private investment. Social services are being delivered from a constrained budget with high levels of government borrowing. Poor harvests in 2015 and poor rainfall due to the ongoing El Nino are affecting the national economy and Malawi is now facing its worst food insecurity crisis in a decade. The UK and international partners are responding.</p><p>DFID Malawi works closely with other development partners, in particular the World Bank and the International Monetary Fund (IMF), to monitor the macroeconomic situation in Malawi. We support increasing access to justice for women and vulnerable groups, accountability and governance reforms.</p><p>The UK was one of the first development partners to respond to Malawi’s international appeal for emergency aid in October 2015. The UK has now committed £14.5m through partners including the World Food Programme, UNICEF and an International Non-Governmental Organisation (INGO) consortium led by Save the Children. answer	answer is ministerial correction date of answer 01/02/2016 answer text <p>The Government has a Manifesto commitment to reduce the number of cyclists and other road users killed or injured on our roads every year. The British Road Safety Statement, published on 21 December 2015, sets out the Government’s vision, values and priorities for improving the safety of Britain’s roads for all road users.</p><p> </p><p>The Government is committed to cycling and walking and making it easier for people to choose them as sustainable travel options. The Government laid an amendment to the Infrastructure Bill that would place into law a commitment of the Government to produce a Cycling and Walking Investment Strategy (CWIS). On 17 December 2015, the Government published a CWIS overview document outlining the timescales and work plan for production of the various elements of the investment strategy which is online on GOV.UK The full CWIS is due to be published this year. By ensuring that cycling and walking are the first consideration of any new street design or maintenance programme, we will ensure our streets are safer for our most vulnerable road users.</p><p> </p><p>My Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. answer	answer is ministerial correction date of answer 02/02/2016 answer text <p>The focus of our mental health service transformation is supporting increased equitable access to high quality care for all people. Local health economies consider the local populations needs, including access to services, when they commission and provide services and support.</p><p><br> The Prime Minister recently announced a £290 million investment over the next five years to 2020/21 in perinatal mental health services. This builds on the initial investment announced in the March 2015 Budget, making a total investment from 2015/16 to 2020/21 of £365 million. The settlement is expected to enable NHS England to build capacity and capability in perinatal mental health services, with the aim of increasing access to The National Institute for Health and Care Excellence-concordant care for women in all areas of England by 2020/21.</p><p><br> We know that vulnerable women can experience abuse and that abuse can also increase vulnerability. It can take many years, if at all, for women to disclose that they have been sexually or otherwise abused, whether as adults or children. The Department is exploring how enquiries can be routinely made of patients using a number of services such as substance misuse, adult mental health and sexual health clinics to help with early identification and support for women to get the services that they need, much earlier.</p><p> </p><p>Health care professionals are in a unique position to identify abuse and to intervene early with women to direct them to the most appropriate statutory and non-statutory services for support.</p><p><br> Focussing health professionals on better identification and actions that will break the cycle of violence, means that health care staff can then enable those affected to access the therapeutic support they need, including counselling.</p><p> </p><p> </p> answering member constituency North East Bedfordshire answering member printed Alistair Burt question first answered 02/02/2016 17:35:15 answering member 1201 label Biography information for Alistair Burt
