answer	answer is ministerial correction date of answer 01/09/2014 answer text <p>The Government has no plans to reform the European Convention of Human Rights.</p><p> </p><p>The Government is however committed to reform of the European Court of Human Rights and the process used by those invoking the European Convention on Human Rights.</p><p> </p><p>The Brighton Declaration, agreed under the UK Chairmanship of the Council of Europe in April 2012, was a broad package of measures to reform the Court. Key points agreed in Brighton to define better the boundaries when the Court should and should not be involved in cases are now being implemented. In addition, as part of the new national curriculum for citizenship, secondary age pupils should be taught about the development of the political system of democratic government in the United Kingdom, including the roles of citizens, Parliament and the monarch. In 2013, Education Ministers responded to nearly 17,000 letters, with 66% of replies sent within 15 working days. While this was an improvement on 2012, when 55% of letters were sent within deadline, we are still some way from responding to all our correspondence as quickly as we would wish. The LA must publish a new school specification, inviting proposals to establish and run the new school. The LA should assess all proposals received and send the outcome of their assessment to the Secretary of State. The LA may state its preferred proposer or ranking of proposers, which the Secretary of State will take into consideration when deciding whether or not to enter into a funding agreement with any of the proposers. Friend the Member for Witney (Mr Cameron), visited Kazakhstan last year and had a wide ranging discussion on human rights with President Nazarbayev. The former Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised human rights concerns with the Kazakhstani Foreign Minister during the latter’s visit to London in November last year. My Rt. Consequently, no procurement process for the provision of the search and screening function at the three main public entrances has begun and no date has been set. The parliamentary authorities continue to work in partnership with the Metropolitan Police Service (MPS) to agree and implement a mutually acceptable outcome. In October, the Parliamentary Security Director, as Chair of the Security Arrangements Renewal Programme (SARP) Board, will provide an update to committees of both Houses on progress made in negotiations with the MPS over the summer recess.</p><p>The SARP business case will not be disclosed at this stage for commercial and security reasons. This is usual practice for such documents. A high-level statement of Parliament’s requirements for security post-2015 was communicated to MPS in February, since when it has been refined in discussion with MPS. A much more detailed specification was sent to MPS in June. The parliamentary authorities are now negotiating with the MPS about the scope of services the MPS will provide.</p><p>The expected overall cost of the current contract with the MPS, which is due to expire in March 2015, is £155,380,200. A breakdown of costs associated with the individual parts of the service, including the search and screening function, cannot be provided, on grounds of commercial sensitivity. No financial penalties have been incurred under the current contract, which does not contain a break clause.
