answer	answer is ministerial correction date of answer 26/06/2014 answer text <p> </p><p>Humanitarian agencies are appealing for $1.8 billion (£1.06 billion) through the South Sudan Crisis Response Plan (CRP) 2014 to save lives, prevent famine and avert the loss of a generation. Under the CRP agencies plan to provide humanitarian assistance to 3.8 million people in South Sudan by the end of 2014. As of June 2014 $745 million (£438 million) has been secured against the CRP. The UK is concerned about the serious humanitarian situation in South Sudan and the potential for further deterioration. Our assessment is that additional resources will be needed to deliver the CRP over the next six months. The UK is currently the second largest donor to the CRP. We welcome the recommendations made that urge the Government of DRC to honour their commitments to tackling sexual violence, and DFID to continue projects to support reform of the security sector to promote respect for human rights. The report underlines the importance of DFID's on-going constructive engagement to promote police reform. It is responsible for setting the ground rules for the administration of public money and is accountable to Parliament for doing so.</p><p> </p><p>The guidelines for managing public expenditure have been set out in a number of documents published by the Treasury, including <em>Managing Public Money</em><em><strong>[1]</strong></em><em>, </em>the <em>Consolidated Budgeting Guidance</em><em><strong>[2]</strong></em> and <em>Improving Spending Control</em><em><strong>[3]</strong></em>. They set out the circumstances where the Treasury may impose fines or penalties on departments. In all cases, the Treasury retains the right to apply whatever penalties are appropriate to incentivise good financial management and value for money.</p><p> </p><p>Fines imposed on departments have had a minimal impact on the Government's overall resources.</p><p> </p><p>Accounting Officers are responsible for ensuring that their departments meet specific standards, as set out in <em>Managing Public Money</em>. The Chief Secretary will write to the Secretaries of State and the Head of the Civil Service where he is concerned that Accounting Officers may fall short in fulfilling their responsibilities for managing public money. answer	answer is ministerial correction date of answer 02/07/2014 answer text <p>National Health Service organisations are individually accountable for their management of patient information and must comply with the Data Protection Act 1998 and common law confidentiality requirements. The sale of patient identifiable data, without patient consent, would be an unlawful act. Where data is brought together in large databases for purposes other than care - for example, commissioning and medical research – the Government intends to ensure that data will be handled in secure environments, for a limited range of approved purposes and under strict controls. The Government will shortly be consulting on the controls and safeguards that should be established to reassure patients and the wider public.</p><p> </p><p>The Government has made changes through the Care Act to extend the role of the independent Confidentiality Advisory Group (CAG), which advises the Secretary of State and the Health Research Authority on non-direct care uses of confidential health data. Under the Act, Parliament has established the minimum requirements of the universal service – which include letter deliveries 6 days a week at a uniform and affordable rate throughout the UK.
