answer text <p> </p><p>Humanitarian agencies are appealing for $1.8 billion (£1.06 billion) through the South Sudan Crisis Response Plan (CRP) 2014 to save lives, prevent famine and avert the loss of a generation. Under the CRP agencies plan to provide humanitarian assistance to 3.8 million people in South Sudan by the end of 2014. As of June 2014 $745 million (£438 million) has been secured against the CRP. The UK is concerned about the serious humanitarian situation in South Sudan and the potential for further deterioration. Our assessment is that additional resources will be needed to deliver the CRP over the next six months. The UK is currently the second largest donor to the CRP. We will continue to press others to do more.</p><p> </p> more like this

answer text <p> </p><p>DFID welcomes the analysis in the report by Freedom from Torture into the concerning issue of rape used as torture in the Democratic Republic of Congo (DRC). We welcome the recommendations made that urge the Government of DRC to honour their commitments to tackling sexual violence, and DFID to continue projects to support reform of the security sector to promote respect for human rights. The report underlines the importance of DFID's on-going constructive engagement to promote police reform. The UK has and will continue to raise our concerns about sexual violence and torture at the highest level to lobby the Congolese authorities to end impunity for those who abuse or violate human rights.</p><p> </p> more like this

answer text <p>The UK Government agrees that it is unacceptable that people in need in Syria continue to be denied life-saving aid, and condemns the siege and starvation tactics being practised by the Syrian regime and other armed groups. The UK government agrees that the international community must work to ensure Syrians get the aid they need by the most direct routes possible, including through sustained delivery across conflict lines and borders.</p><p>Since the start of the Syria crisis, the UK has provided £76 million to agencies working cross-border to provide medical help, food and other aid to hundreds of thousands of people in desperate need inside Syria.</p><p> </p> more like this

answer text <p>The Treasury is responsible for ensuring there is proper accountability to Parliament for the use of public money. It is responsible for setting the ground rules for the administration of public money and is accountable to Parliament for doing so.</p><p> </p><p>The guidelines for managing public expenditure have been set out in a number of documents published by the Treasury, including <em>Managing Public Money</em><em><strong>[1]</strong></em><em>, </em>the <em>Consolidated Budgeting Guidance</em><em><strong>[2]</strong></em> and <em>Improving Spending Control</em><em><strong>[3]</strong></em>. They set out the circumstances where the Treasury may impose fines or penalties on departments. In all cases, the Treasury retains the right to apply whatever penalties are appropriate to incentivise good financial management and value for money.</p><p> </p><p>Fines imposed on departments have had a minimal impact on the Government's overall resources.</p><p> </p><p>Accounting Officers are responsible for ensuring that their departments meet specific standards, as set out in <em>Managing Public Money</em>. The Chief Secretary will write to the Secretaries of State and the Head of the Civil Service where he is concerned that Accounting Officers may fall short in fulfilling their responsibilities for managing public money. answer text <p>National Health Service organisations are individually accountable for their management of patient information and must comply with the Data Protection Act 1998 and common law confidentiality requirements. The sale of patient identifiable data, without patient consent, would be an unlawful act. Where data is brought together in large databases for purposes other than care - for example, commissioning and medical research – the Government intends to ensure that data will be handled in secure environments, for a limited range of approved purposes and under strict controls. The Government will shortly be consulting on the controls and safeguards that should be established to reassure patients and the wider public.</p><p> </p><p>The Government has made changes through the Care Act to extend the role of the independent Confidentiality Advisory Group (CAG), which advises the Secretary of State and the Health Research Authority on non-direct care uses of confidential health data. The CAG can advise the Health and Social Care Information Centre and ensure, as outlined in the Care Act that there is a clear legal basis to support the disclosure of patient data and that data are only used for care related purposes.</p><p> </p>

answer text <p> </p><p>The universal postal service is protected in primary legislation – the Postal Services Act 2011. Under the Act, Parliament has established the minimum requirements of the universal service – which include letter deliveries 6 days a week at a uniform and affordable rate throughout the UK. Only Parliament can change the minimum requirements.</p><p> </p><p>Government has ensured that ongoing protection of the universal service is at the heart of the regulatory regime by giving Ofcom the primary statutory duty to secure the provision of the universal service and to this end Ofcom must have regard for the financial sustainability of the universal service.</p><p> </p><p>Ofcom has put in place a comprehensive monitoring regime that tracks the financial sustainability of the universal service and Parliament has ensured that the regulator has the powers and tools it needs to intervene in the market if the provision of the universal service is ever at risk.</p><p> </p><p>The steps we have taken to reform the regulatory framework coupled with securing access to the much needed private capital for Royal Mail, as the designated Universal Service Provider, are the best way to safeguard the future of a sustainable universal postal service in the UK.</p><p> </p><p> </p><p> </p><p><strong> </strong></p><p> </p>
