answer text <p>In 2006, the M42 J3a-7 section was the first smart motorway in the UK to make use of the hard shoulder as an additional lane at peak times. It was comprehensively monitored and evaluated over its first 3 years of operation.</p><p> </p><p>The results of this evaluation were documented in published reports setting out the performance against all these criteria. As one year is not sufficient to conclusively evaluate safety performance, this was evaluated again after 3 years of operation.</p><p> </p><ol><li>Overall, journey times decreased between an average of 24% (northbound) and 9% (southbound). This equates to a statistically significant reduction in journey times of approximately 4 minutes (northbound) and 1 minute (southbound). <strong>1-year report.</strong></li><li>Overall there was a reduction in the number of personal injury accidents and the severity of accidents during the first 36 months of operation (from average 5.08 accidents per month to average 3.17 accidents per month).<strong> <strong>3-year report.</strong></strong></li><li>Most vehicle emissions reduced by between 4 and 10 percent. Fuel consumption also reduced by 4%.<strong><strong><strong><strong> <strong>1-year report.</strong></strong></strong></strong></strong></li><li>Compliance to variable mandatory speed limits on the main carriageway at least 94% or better at 70mph, 60mph and 50mph and 84% or better at 40mph. Speed compliance on the hard shoulder was on average 97% or better at 50mph and 93% or better at 40 mph.<strong><strong><strong><strong><strong> <strong>1-year report</strong></strong></strong></strong></strong></strong></li></ol><p> </p><p>The success of this original pilot scheme on the M42 provided the foundation for the roll out of smart motorways.</p><p> </p><p>Smart motorways provide a more efficient way of increasing capacity on the roads than traditional widening and have successfully reduced congestion and improved journey time reliability.</p>

answer text <p>Assessments have been conducted by in-theatre and UK based personnel, which concluded that the vast majority of the interactions in recent months between HMS MONTROSE and the Iranian Revolutionary Guard Corps were safe and professional. Where there were active attempts to interfere with passage of British vessels, HMS MONTROSE responded within extant military direction.</p><p>The UK has deployed additional warships to the Gulf to ensure a consistent presence to reassure the merchant vessel community, and deter any malign behaviour. The UK has also joined the International Maritime Security Construct (IMSC), under which we will work with partner nations to ensure the free flow of commerce through the region.</p> more like this

The department plays no direct role in the provision of student residential accommodation.</ins></p><p><ins class="ministerial"> <ins class="ministerial">The department assesses student accommodation rent levels through the Student Income and Expenditure Surveys that have been undertaken at regular intervals since the mid-1980s. Information on student rents is also reported in the Accommodation Costs Surveys published jointly by the National Union of Students and the student housing charity, Unipol.</ins></ins></p><p><ins class="ministerial"> <ins class="ministerial">The report published by the independent panel supporting the Post-18 Review of Education and Funding recommends that the Office for Students:</ins></ins></p><blockquote><p><ins class="ministerial"><ins class="ministerial"> <ins class="ministerial">examines the costs of student accommodation; and</ins></ins></ins></p><p><ins class="ministerial"><ins class="ministerial"><ins class="ministerial"><ins class="ministerial">works with students and providers to improve data about costs, rents, profits and quality.</ins></ins></ins></ins></p></blockquote><p><ins class="ministerial">The department has not yet taken decisions on these recommendations but will consider the panel’s proposals in due course.</ins></p><p> </p>

answer text <p>The Government announced at Budget 2018 a new Stamp Duty Land Tax (SDLT) surcharge of one per cent on non-residents buying residential property in England and Northern Ireland. This will help control house price growth and so help ensure those resident in the UK can get on the housing ladder.</p><p> </p><p>A costing for how much the surcharge will raise will be produced at a future fiscal event once the final design of the surcharge has been confirmed. This costing will follow the usual process for analysing the revenue impacts of new tax measures, including being subject to scrutiny from the Office for Budget Responsibility.</p><p> </p><p>The Government remains committed to ending rough sleeping. The Chancellor announced £54m of new funding to reduce homelessness and rough sleeping in last week’s Spending Round. This takes total resource funding to £422m next year – a real terms increase of 13%.</p> more like this
