answer	answer is ministerial correction date of answer 15/12/2015 answer text <p>In March 2015 DECC published a report by AECOM titled ‘An Assessment of the Costs, Performance, and Characteristics of UK Heat Networks’. The report included a review of the prices charged to final customers by a representative sample of heat networks (7 in total). The average heat price was found to be 6.43p/kWh but with a wide range of 4.64 to 9.88 p/kWh reflecting differences in network design, construction, commissioning and operation. On average this is less than the modelled cost of gas central heating in flats and terraced houses when boiler ownership costs are included (7.22 to 10.24p/kWh).</p><br /><p>The Government is aware that costs to the consumer can vary and achieving cost savings is dependent on the quality of the individual network. DECC has supported industry development of a technical code of practice for heat networks, and worked closely with industry and consumer groups on the development of Heat Trust, an independent consumer protection scheme that launched in November 2015. There are also plans to launch an on-line cost comparator tool in 2016 to allow a consumer to assess their charges against gas central heating. Local authorities are required to maintain a scheme for financing schools that sets out the framework for the financial relationship between them and the schools they maintain. This requires that the school’s formal annual budget plan must be approved by the governors. answer	answer is ministerial correction date of answer 14/12/2015 answer text <p>The humanitarian situation in Yemen is now one of the worst humanitarian crises in the world, with more than 80 per cent of the population in need of humanitarian assistance. The UN declared Yemen a Level three crisis on 1 July, a category reserved for the most serious and complex crises (others are Syria, Iraq &amp; South Sudan). Humanitarian needs remain significant across all sectors. According to the UN, 7.6 million are facing severe food shortages and 2.1 million people are malnourished, including 320,000 children who are severely malnourished. 2.3 million Yemenis are internally displaced. The UK is the 4th largest donor to the humanitarian crisis in Yemen (providing £75 million, including funding to the United Nations Children's Fund (UNICEF), Save the Children, and the Cooperative for Assistance and Relief Everywhere (CARE) to provide specific support to children on protection, malnutrition, health, water and sanitation).</p><p>In compliance with International Humanitarian Law (IHL), no weapon should be used indiscriminately, disproportionately, or to deliberately target civilians and civilian objects. We therefore continue to urge all parties to the conflict to act in compliance with IHL and to conduct open and transparent investigations into all incidents where it is alleged that IHL has been breached.</p><p>We remain extremely concerned by civilian casualties as a result of the conflict. A political solution is the best way to bring long-term stability to Yemen and we are supporting the UN’s efforts through diplomatic channels to achieve a ceasefire and return to an inclusive political process, including through the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), our ambassadors, and the UK Special Envoy to Yemen, my right hon. It is therefore not possible to confirm the budget at this stage.</del></p><p><del class="ministerial">I will respond positively to a request for a meeting with the Sponsors Alliance subject to diary commitments.</del></p><br /><p><ins class="ministerial">The Government published an Equality Analysis of the impact of freezing the student loan repayment threshold on 25th November.</ins></p><p><ins class="ministerial"></ins></p><p><ins class="ministerial">All borrowers whose earnings are above the repayment threshold will pay around £6 per week more (in nominal terms) by 2020/21.
