answer text <p>The Independent Reporting Commission (IRC), established by the UK and Irish Governments, was legally constituted in August 2017. It is required to report annually on progress towards ending paramilitary activity including the implementation of the relevant measures by the UK and Irish governments and the NI Executive’s action plan. answer text <p>The conditions of grant attached to the dedicated schools grant for local authorities requires authorities to treat those placed in maintained, non-maintained and independent provision on a fair and equivalent basis when making arrangements for the funding of young people with high needs. Under the conditions of grant, local authorities must also make payments of high needs funding in a timely fashion, on a basis agreed with the institution. answer text <p>The Government notes the recommendations in the WebRoots Democracy report. The Government is committed to building a modern democracy that works for everyone. The introduction of electronic voting (‘e-Voting’) would require very careful consideration.</p><p>The selection of elected representatives for Parliament is regarded as requiring the highest possible level of integrity and, at present, there are concerns that e-Voting, by any means, is not seen by many to be suitably rigorous and secure, and could be vulnerable to attack or fraud. To provide a system over which there are doubts to part of the electorate would not be appropriate. Furthermore, the Electoral Commission in their reports on the 2007 e-Voting pilots found that it had little direct effect on increasing turnout.</p> more like this

We have concluded that now is not the right time to develop options for such reform. answer text <p>I have recently written to Lords ministers to reiterate the importance of providing timely responses to select committee reports and I am assured that ministers are working hard to ensure the Government respond to reports within two months of their publication. However, sometimes circumstances dictate that it will not be possible to provide a response within this timeframe. Sometimes a later timeframe is agreed with the committee in question when it may be possible to give a fuller response at a later point. In such instances the relevant government department will maintain contact with the relevant select committee chairman and secretariat.</p><p>The Government values the work of the select committees of this House, and understands the importance of proper engagement with them. The House has the opportunity to consider Government responses alongside the report at the point at which it is debated and I recognise the importance of having sufficient time to consider it beforehand. This is an important way that the House holds Government to account for the quality and timeliness of the response.</p>

answer text <p>As the professional body for policing, the College of Policing is responsible for setting national standards and guidance in this area.</p><p> </p><p>The Government has provided millions of pounds of extra investment through the Police Transformation Fund to transform policing to respond to changing crimes and threats. Through this fund we have already awarded £1.9 million to the College of Policing to transform policing’s approach to crimes against vulnerable people, including child sexual abuse.</p><p>The package includes piloting a licence to practise which will ensure that only those officers who are qualified to carry out specialist investigations in high risk areas like child protection, are able to do so. This will be supported by a code of practice for CSA investigations, which will help chief officers implement supporting structures needed to ensure forces are undertaking these investigations efficiently and effectively.</p> more like this

How an individual force handles an investigation into allegations of child sexual abuse is a matter for the relevant Chief Officer.
