answer text <p>The reappointment of Sir John Sunderland to the Board of the Financial Reporting Council (FRC) in 2007 followed a fair and transparent process. The reappointment was part of wider board restructuring agreed with the then Department for Business, Energy and Regulatory Reform (BERR). The intention of this exercise was to reduce the number of ministerial appointees on the board and enhance the independence of the FRC with regards to the accountancy profession and the Government.</p><p> </p><p>I understand BERR reviewed and agreed the processes undertaken by the FRC and the FRC reported to the Department at the conclusion of the process.</p> more like this

answer text <p>The Department of Health and Social Care (DHSC) held responsibility for social care policy before the name change and will continue to do so. DHSC has taken on additional responsibility for delivering the forthcoming Social Care green paper. The team who have been leading the work on the green paper have moved from the Cabinet Office to DHSC. Responsibility for Local Authority funded social care will remain with the Ministry for Housing, Communities and Local Government. There has been no change in responsibilities to any other department.</p> more like this

answer text <p>The Immigration Act 2016 bank account measures only apply to disqualified persons. These are known illegal migrants who are liable for removal or deportation from the UK, and the Secretary of State for the Home Department considers that they should be denied access to banking services. The Home Office does not comment on numbers on the disqualified persons list as it is subject to change based on immigration status.</p><p>The 2016 Act measures came into force on 30 October. As detailed in secondary legislation regulations, banks and building societies are legally required to conduct their first immigration check on all existing personal current accounts in the first calendar quarter of 2018. Under these measures, banks and building societies will be obliged to report any matches to the Home Office.</p> more like this

answer text <p>The Government values the strong collaborative partnerships that we have across the European Union in the areas of science, research and innovation, and as part of exit negotiations is working to ensure that we have the best possible environment in which to support the United Kingdom medical research sector and patient access to cross-border clinical trials after we leave the EU.</p><p>In the United Kingdom, the Medicines and Healthcare products Regulatory Agency, Health Research Authority, ethics services, National Institute for Health Research and the National Health Service have been working towards implementation of the new European Clinical Trials Regulation (CTR) since it was agreed in 2014. The application date of the CTR across the EU is yet to be set by the European Commission, but is expected to be in 2019.</p><p>Whatever the outcome of the UK’s EU exit negotiations, the current regulatory approval legislation will stay in place until such time as any changes are needed, so there will be no interruption in UK clinical trials approval. The EU Withdrawal Bill will make the current UK clinical trials regulations (2004 2001/1031) that implement the clinical trials directive (2001/20/EC) operable on exit day and this is not contingent on any decision about whether the CTR will apply in the future.</p>

answer text <p>Clause 3 of the EU (Withdrawal) Bill will convert direct EU legislation, including EU regulations, into domestic law so far as they are “operative” in the UK immediately before exit day. EU regulations which are in force before the UK’s departure, but are stated to apply after exit day, will not be converted by clause 3.</p><p> </p><p>The government has announced its intention to negotiate an implementation period with the EU. The framework for this period would be the existing structure of EU rules and regulations. We will need to discuss with the EU the details of how the implementation period will work in practice during the next phase of negotiations. The implementation period will be given effect in domestic law through the Withdrawal Agreement &amp; Implementation Bill.</p><p> </p> more like this
