answer text <p>The UK is committed to protecting the right to Freedom of Religion or Belief (FoRB) globally. We continue to monitor FoRB in Hong Kong through our regular Six-monthly Reports to Parliament and interactions with local faith leaders. In our latest report, published on 19 September, we noted religious practice is generally not restricted in Hong Kong, with a variety of religious practices coexisting across the territory. However, it is clear many of the rights and freedoms enshrined in the Sino-British Joint Declaration and Hong Kong's Basic Law are being curtailed under the guise of national security. China's imposition of the National Security Law in Hong Kong represents a clear and serious breach of the Sino-British Joint Declaration. In line with the UN Human Rights Council recommendation in its International Covenant on Civil and Political Rights report on Hong Kong, we urge the Chinese authorities to repeal the law.</p> more like this

answer text <p>There are severe restrictions on media freedom in China, and the situation for journalists is deteriorating. In July 2023, the UK raised its concerns about censorship and media freedom in China, including the case of citizen journalist Zhang Zhan, in its 2022 Human Rights and Democracy Report. British diplomats have attempted to attend trials of citizen journalists and rights activists in China.</p><p>More generally, we regularly raise the human rights situation in China directly with the Chinese authorities at the highest levels. The Foreign Secretary did so in his introductory call with China's Foreign Minister on 5 December.</p> more like this

answer text <p>£10 million is being distributed to 75 local authorities in England participating in the Programme to set up Parent Carer Panels and publish a Start for Life offer from 2022/23 to 2024/25. Local authorities determine the specific interventions they spend their funding allocation on, in line with the programme guide and local area need. A core minimum expectation of the programme is for local authorities to establish a Parent Carer Panel.</p><p>A copy of the published funding methodology for the programme is attached; this sets out how each local authority received their funding allocation.</p> more like this

answer text <p>Through the Family Hubs and Start for Life Programme, up to £9.88 million was allocated to enable a small number of areas to pilot innovative start for life workforce models. Five local authority areas were successful in their applications to become a pilot site. These areas were Barnsley, Islington, Leicester, Norfolk, and Tower Hamlets.</p><p>The funding allocations for each area, this financial year, are due to be published shortly. The allocations for next financial year will be published once finalised.</p> more like this

answer text <p>Three representatives of the UK Permanent Representation to the United Nations attended this event. The UK unequivocally condemns the reports of sexual violence perpetrated by Hamas against Israeli women and girls and other civilians; conflict-related sexual violence is an abuse of human rights and when perpetrated in the context of an armed conflict, can constitute a violation of international humanitarian law such as a war crime. We are regularly engaging with partners, including the UN, on this issue and call for these reports to be fully investigated to ensure justice for victims. The UK is committed to strengthening the global response to conflict-related sexual violence. Our Preventing Sexual Violence in Conflict Initiative (PSVI) strategy, launched in 2022, sets out the work I am leading globally as the PMs Special Representative for PSVI, to prevent Conflict-Related Sexual Violence and strengthen justice and support for all survivors.</p> more like this

answer text <p>The Government is holding water companies to account on a scale never seen before and the regulators will not hesitate to hold companies to take appropriate action if they are in breach of their permits and failing to meet their legal obligations. The EA can now use new powers to impose unlimited penalties for a wider range of offenses following Government’s changes to broaden of the scope of the existing civil sanctions regime and remove the previous cap on penalties.</p><p> </p><p>The EA has made 59 prosecutions against water and sewerage companies for pollution offences since 2015, securing fines of over £150m.</p><p> </p><p>Four prosecutions have been concluded so far in 2023 for pollution offences:</p><ul><li>Anglian Water fined £510,000 on 12 January 2023 and £2,650,000 on 27 April 2023</li><li>South West Water fined £2,150,000 (for 7 offences) on 26 April 2023</li><li>Thames Water fined £3,334,000 on 04 July 2023)</li></ul><p> </p><p>More prosecutions are progressing through the court system with hearing dates next year.</p>

answer text <p>We are taking a range of measures to support farmers’ transition to net zero. We are investing in a range of actions through farming schemes such as the Sustainable Farming Incentive and Countryside Stewardship and Landscape Recovery. Our schemes will help farmers deliver environmental outcomes on the land they manage while helping their businesses become more productive and sustainable.</p><p><br> We will also pay farmers for improvements to animal health and welfare, as those improvements in turn can support lower emissions and improve productivity. We will also support market-led approaches such as improved productivity and use of precision techniques.</p><p><br> Robust and accurate carbon audits which are based on business-level data can be valuable in benchmarking performance and help farm businesses plan and action decarbonising measures and enhance management of negative emissions. To help farmers confidently understand the emissions on their land and take advantage of the new financial opportunities this will unlock, we are committed to developing a harmonised approach to measuring carbon on farms. We are also considering how we can best support the implementation of carbon audits through a controlled expansion of the Defra Farming and Countryside Programme sustainable farming advice offer.</p><p><br> We recognise the challenges in improving the robustness and consistency of carbon auditing tools. Defra is currently funding a 'Harmonisation of Carbon Accounting Tools for Agriculture' project to assess the level of divergence between a number of market leading carbon calculators, to understand the causes of this divergence and how it impacts tool users and consider recommendations for harmonisation. Defra aims to publish the full research report in 2024. Building on this research and working with existing tool providers, Defra aims to support carbon tool providers to harmonise their underlying methodologies so that outputs are consistent and comparable, and their ability to serve different customer needs is maintained.</p><p><br> Defra is also working to provide greater access to the calculations and the models developed as part of the UK’s Agricultural Inventory of Ammonia and Greenhouse Gas (GHG) Emissions to interested third parties. This will support longer term alignment between the UK’s national GHG accounts and primary data gathered from farms</p><p><br> The Government and the Environment Agency also support the agricultural sector with the Water Management Grant, under the Farming Transformation Fund, for the construction of new on-farm reservoirs and the adoption of best practice irrigation application equipment to help ensure farmers have access to water when they need it most. Through the first round of the grant, launched in November 2021, we are forecast to create an additional 4.7million cubic meters of reservoir storage. The total investment in reservoirs and irrigation equipment is predicted to be £7.4 million. Round 2 of the grant was launched in April 2023 with a total budget of £10 million.</p><p> </p>
