Replacing an existing appliance with a less carbon efficient one is not compliant with Building Regulations and any suspected breaches of this should be reported to Building Control in the appropriate Local Authority. That is why last week the Government began to legislate for a net zero emissions target by 2050. The UK is the first major economy to put such a target in legislation.</p><p> </p><p>At the same time, the Chancellor has accepted the recommendation of the Committee on Climate Change to conduct a Review into the costs of decarbonisation. This will be the world’s first comprehensive review by a finance ministry into the costs of transitioning to a net zero economy. There is no obligation for a Secretary of State to issue an SPS.</p><p>Under the Gas Act 1986 and the Electricity Act 1989 Ofgem’s principal legal duty is to protect the interests of existing and future consumers, including “their interests in the reduction of electricity (and gas) supply emissions of targeted greenhouse gases”. The regulator must also have regard to the gas and electricity systems’ effect on the environment (Part 1, section 5 of GA86 and EA89).</p><p>Ofgem is required to have regard to guidance issued by the Secretary of State on environmental and social matters when carrying out its duties and functions. answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>According to the Daily Air Quality Index there were ‘moderate’ to ‘very high’ levels of air pollution in some areas of the United Kingdom between 7 and 8 April and between 15 to 25 April 2019. The figures for emergency hospital admissions for chronic obstructive pulmonary disease (COPD) in this period are not available in the requested format and a comparative assessment has not been made.</p><p>In January 2019, the Government launched the Clean Air Strategy, which sets out plans for dealing with all sources of air pollution to save lives and protect nature.</p><p>The Department collaborated with the National Review of Asthma Deaths led by the Royal College of Physicians which examined the circumstances surrounding deaths from asthma and reported in 2015.
