answer text <p>The UK recognises the value of learning from others by keeping abreast of developments in Europe and internationally. However, we believe that this can be achieved through less bureaucratic routes than a European Alliance for Apprenticeships. In England, we do not propose to participate but the devolved administrations are free to do so if they believe that the Alliance is the appropriate framework for sharing best practice.</p><p>We are already taking strong action to improve opportunities for young people by funding record numbers of apprenticeships, new traineeships and improved maths and English training. These actions, along with the record number of jobs, have contributed to the 32.8% fall in youth unemployment over the past year.</p> more like this

answer text <p>The Government submitted an Explanatory Memorandum on the Commission Work Programme 2014 to Parliament on 15 November 2013. This outlined the most significant initiatives in the Work Programme and the Government's initial views on them. <br><br>The financial implications of initiatives outlined in the Work Programme will be contained in the Explanatory Memoranda of individual proposals, which will be deposited for scrutiny in the usual way. <br><br>The annual Commission Work Programme provides a useful, early opportunity for Parliament to scrutinise and debate upcoming EU legislative and non-legislative proposals.</p> more like this

answer text <p>UK aid to Nigeria is delivered through civil society organisations, technical assistance and UN agencies. DFID does not finance the Government of Nigeria directly. As most UKAID programmes are national in scope, it is not possible to provide regional breakdowns, however since 2011 at least 60% of our funds are focussed on Northern Nigeria. The programme operates a grants fund for civil society organisations in priority states in the North, Middle Belt and the Delta.</p><p> </p>

answer text <p> </p><p>The Government is disappointed that the European Parliament voted to suspend Gibraltar from the Single European Skies dossier. This position is inconsistent with the EU treaties – which are clear that Gibraltar is part of the EU – and inconsistent with the approach taken earlier this year on Air Passenger Rights, where the European Parliament correctly amended the legislation so it applied to Gibraltar.</p><p> </p><p> </p><p> </p><p>The UK cannot accept a return to the pre-2006 practice of suspending Gibraltar Airport from EU aviation measures. Gibraltarians, and other EU citizens who pass through Gibraltar airport, should benefit fully from the rights accorded elsewhere in the EU.</p><p> </p><p> </p><p> </p><p>The proposed measure needs to be agreed by both the Council and the European Parliament. The Council is currently discussing text proposed by the European Commission on the amended Single European Sky legislation (known as SES II+), which does not exclude Gibraltar. The UK will continue to oppose any proposals to exclude Gibraltar from the scope of this legislation.</p><p> </p><p> </p><p> </p>

answer text <p> </p><p>The Electoral Commission informs me that since Royal Assent to the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act 2014 it has held four roundtable discussions across the UK, and has used an online survey to listen carefully to the needs of campaigners and explain its plans for guidance. One round table event was held in Northern Ireland and was hosted by the Northern Ireland Council for Voluntary Action (NICVA). 24 organisations were invited to attend; 11 organisations - including umbrella bodies - were represented.</p><p> </p><p> </p><p> </p><p>The Electoral Commission is also providing a series of campaigner updates, giving information on what the Act will mean for charities and other campaigners. These updates are available on the Commission's website and have also been promoted by the Charity Commission for Northern Ireland.</p><p> </p><p> </p><p> </p><p>The Commission will publish its full guidance on the new rules, which will include joint guidance with the charity regulators, in the summer. This will ensure that campaigners have guidance available to them in advance of the regulated period which begins on 19 September 2014. Meanwhile, the Commission will continue to offer charities and others bespoke advice as usual, both before and after the guidance is published and the regulated period begins.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>
