answer	answer is ministerial correction date of answer 23/03/2023 answer text <p>As we said explicitly in the Government's Command Paper on the Windsor Framework, in order to maintain maximum market access for Northern Ireland traders, those EU rules which do apply under the Windsor Framework apply to goods produced in Northern Ireland. But this reflects what we have heard time and again is the balance businesses want in order to prosper:</p><p>· Companies producing for their most important market in Great Britain will retain completely unfettered access. That means a permanent guarantee of being able to place goods on the UK market in all scenarios.</p><p>· There are many areas of goods rules within the scope of the old Protocol where no international or EU standards apply - covering a quarter of Northern Ireland manufacturers. In those cases UK national rules set the standards for goods on the market in Northern Ireland.</p><p>· Elsewhere in manufacturing, international standards apply in practice. Of the nearly 3,600 international goods standards in place, there are differences between the UK and EU in only 11 of them (0.3 percent of standards overall). These reflect minor differences in practice, where the UK has applied higher standards (which Northern Ireland traders can still choose to meet).</p><p>· In agrifood, the rules in place reflect longstanding arrangements, protecting the integrated supply chains on which many industries rely. But through this agreement they now do so within a dual regime - with retail trade into Northern Ireland able to use UK food safety standards and flow smoothly; Northern Ireland farmers outside of the Common Agricultural Policy; and the Northern Ireland Executive given the flexibility to decide its own approach locally on agricultural subsidies.</p><p>· This dual regime is also consistent with existing devolution arrangements and the market access principles in the UK Internal Market Act, which mean it is entirely possible constitutionally to have different standards across the UK.</p> answering member printed Lord Ahmad of Wimbledon question first answered 23/03/2023 17:38:20 answering member 4210 label Biography information for Lord Ahmad of Wimbledon

answer	answer is ministerial correction date of answer 13/07/2020 answer text <p>Under the Lifting Operations and Lifting Equipment Regulations 1998, dutyholders (employers and the self-employed) have a statutory duty to have lifting equipment for use at work (including cranes and lifts) thoroughly examined by a competent person at time intervals set out in the Regulations. Her Majesty’s Government has no plans to appoint inspectors or fund inspections to deliver these statutory inspections because the legal obligation to ensure safety rests with the person who controls the equipment or premises.</p><p> </p><p>Under the Electricity at Work Regulations 1989, dutyholders are obliged to ensure all electrical systems are maintained to ensure the safety of the system. The obligation to maintain only arises if a lack of maintenance could cause danger. The frequency of maintenance is a matter for the judgement of the dutyholder. answer	answer is ministerial correction date of answer 29/03/2018 answer text <p>The department publishes the number and proportion of pupils with special educational needs, including the type of need and type of school in the annual ‘Special educational needs in England’ statistical release, which are available at: <a href="https://www.gov.uk/government/collections/statistics-special-educational-needs-sen" target="_blank">https://www.gov.uk/government/collections/statistics-special-educational-needs-sen</a>.</p><p> </p><p>The type of need ‘Behaviour, Emotional and Social Difficulties’ was removed in 2015 and ‘Social Emotional and Mental Health’ was added as a new type of need. Under the new categorisation, 13,493 children were in Special Schools as of the department’s last statistical release, in 2017. This new category is not expected to be treated as a direct replacement, therefore direct comparison is not advised.</p><p> </p><p>We have launched a review of exclusions practice, led by Edward Timpson CBE. The review will consider how schools use exclusion and how this impacts on all pupils, but in particular why some groups of children (including those with special education needs) are more likely to be excluded from school. answer	answer is ministerial correction date of answer 06/04/2017 answer text <p>Impacts of the latest increase in inflation on families with children have not been estimated.</p><p> </p><p>However the Department’s latest Households Below Average Income statistics to 2016 published on 16th March 2017 does show how the number of children in low income households has changed with reference to inflation (the measure is called absolute low income). Since 2010, there has been a decrease of 200,000 children before housing costs (BHC) in absolute low income.
