answer text <p> </p><p>The £16m cross-government Youth Engagement Fund aims to support up to 18,000 of the most disadvantaged young people in England to improve their educational achievement, increase their employability and reduce their risk of offending. answer text <p>The Strategic Road Network Monitor will be responsible for assessing the strategic highways company’s performance. This includes how it meets any requirements directed by government in the Road Investment Strategy or conditions in the licence as part of the company’s appointment. The licence document includes the need to support sustainable development. The monitor will need to take account of quality of design in assessing costs against outputs.</p><p> </p><p>The purpose of Road User Focus is to act as a focal point for road users, gathering their views and surveying satisfaction and using this information to help shape evolving policy. Feedback gathered may include roads users’ views on aspects of design – particularly on elements that directly relate to the journey. We expect road user satisfaction will be influenced by scheme design and hence reflected in the findings of Road User Focus.</p> more like this

answer text <p>The government’s vision for the Strategic Road Network (SRN) is part of the Road Investment Strategy. The importance of good design, and the use of good design principles, is important and the government will want the company to make use of these principles when intervening to maintain, renew, or enhance the SRN.  The expectation on the company in how it delivers its functions is set out in the licence and through which the Secretary of State for Transport can influence the company’s behaviour. The licence already contains requirements to conform to the principles of sustainable development and to have regard to government policy. We are considering further how good design principles are built into the governance framework.</p> more like this

The draft licence already makes it clear that the strategic highways company must comply with sustainable development; paragraph 4.3 of the licence’s aims and objectives defines sustainable development as including the need to improve the quality of life for current and future generations.</p><p> </p><p>The licence has been published in draft to help understanding on the overall governance structure for the strategic highways company and in support of the measures in the Infrastructure Bill. Work is continuing on refining the content of the final document.</p> more like this

answer text <p /> <p /> <p>The Government’s strategy for increasing ethnic minority employment and participation in the labour market is based around mainstreaming opportunity through locally delivered flexible provision.</p><p>The Work Programme is designed to give providers the flexibility to support each individual jobseeker, rather than treat people according to ethnic groups. Local autonomy and flexibility has replaced the one size fits all approach that has dogged previous employment schemes.</p> more like this

answer text <p>The Ministry of Justice is considering how best to take forward Her Majesty’s Inspectorate of Prisons (HMIP) report recommendation for research into the reasons why people from Gypsy, Roma and Traveller (GRT) communities are in prison.</p><p> </p><p>To address the historically low declaration rates of GRT prisoners and to improve the support received by GRT prisoners, the National Offender Management Service (NOMS) has carried out extensive work to increase the declaration rates of GRT prisoners including work to increase the confidence of GRT prisoners to declare their ethnicity.</p><p> </p><p>In March 2014, NOMS implemented a new tool to monitor various outcomes for prisoners against a range of protected characteristics, including GRT prisoners. NOMS is now monitoring outcomes for this group of prisoners.</p><p> </p><p>The Youth Justice Board (YJB) commissioned and jointly published (with HMIP) the report: 'Children and Young People in Custody 2012-13: An Analysis of 12-18 year olds' perceptions of their experience in secure training centres'. This was the first published annual summary of children and young people's self-reported experiences and perceptions from surveys carried out with young people in each of the four Secure Training Centres (STCs).</p><p>The YJB will continue to commission these reports and monitor the findings from this survey in future years to gain a better understanding of the representation GRT young people within STCs.</p><p> </p><p> </p><p> </p><p> </p>
