answer text <p>The root cause of the launch anomaly that affected the 5th Galileo launch on 22 August 2014 was a design fault leading to a shortcoming in the system thermal analysis.</p><p> </p><p>As a result of the inquiry the system thermal analyses were re-examined and the design fault corrected. The Inquiry Board recommended measures that would allow a return to flight for the Soyuz launch vehicle. The Commission now aims to resume Galileo launches shortly.</p> more like this

answer text <p>The Galileo Programme’s development stage took place between 2000 and 2007, and was funded through contributions by Member States of the European Space Agency (ESA). The UK contributed €240.3 million (£163.43m at March 2007 prices) to the approximately €1.5 billion (£1.02bn at March 2007 prices) budget, approximately 16%.</p><p> </p><p>In 2007, Member States and the European Commission agreed a multi-annual budget to last until the end of 2013 of €3.4 billion (£2.3bn at March 2007 prices) of EU funds to complete the programme. EU Member States, including the UK, contribute to the EU Budget as a whole and not to individual spending programmes within it. As a reference point, the UK’s post-abatement financing share of the EU Budget was estimated to be around 12.5% in 2013.</p> more like this

answer text <p>The Public Contracts Regulations 2015 came into effect on 26 February. They will provide a much more modern, flexible and commercial approach compared to the previous regime. Outdated and superfluous constraints have been removed, and many new reforms have been included to streamline and modernise public procurement.</p><p> </p><p>We have also introduced further measures to remove barriers facing small and medium-sized enterprises. Together, these will make it easier for all suppliers to bid for and win public procurement contracts.</p><p> </p><p>The new measures will increase the visibility of low-value contract opportunities and make the bidding process quicker and simpler across the wider public sector. Complex forms, such as Pre-Qualification Questionnaires, are now abolished for low value contracts. Everyone in the supply chain must comply with 30-day payment terms, including suppliers and sub-contractors, and public bodies must publish an annual late payment report, making their accountability more transparent.</p><p> </p><p>For a range of services that are commonly delivered by public service mutuals (such as social and cultural services) commissioners will also have the option of using a ‘mutuals reservation’. This grants public bodies the ability to limit competition to mutuals and social enterprises that meet the tests set out in the directive. This means many mutuals will be able to win their initial contract without having to compete with more established players, allowing them to establish and grow as a business during their first 3 years.</p><p> </p>

answer text <p>Economic growth and improving the environment go hand-in-hand, and the Natural Capital Committee has made a range of recommendations on how we manage the environment in a way that will enhance it for future generations whilst meeting our economic needs.</p><p> </p><p> </p><p> </p><p>Given the significance of this work, the Government is carefully analysing the recommendations made in the Natural Capital Committee’s report, and will respond in due course. As part of that response, we will set out how Government plans to integrate natural capital into wider policy making and reporting.</p><p> </p><p> </p><p> </p><p>The Government takes natural capital very seriously. answer text <p>The Government takes natural capital very seriously. It has set long-term goals to stop decades of decline in wildlife and habitats, which have already resulted in improvements. Since 2010, it has helped to create over 150,000 acres of field margins, wetlands and woodlands; woodland cover is at its highest level in 700 years.</p><p> </p><p> </p><p> </p><p>The Government’s environmental objectives are reflected in the National Infrastructure Plan. Its Top 40 Priority Infrastructure Investments include rail electrification, renewable energy and Smart Meters. answer text <p>The UK already requires quoted companies to report, where necessary for an understanding of their business, on environmental matters. Companies are required to report their policy, principle risks and outcomes.</p><p> </p><p> </p><p> </p><p>In addition, UK will implement directive 2014/95/EU that requires reports to cover, amongst other matters, environmental policy. This disclosure will include a discussion of the company policy, including the due diligence measures implemented, the outcome and the principle risks related to the environment related to the company’s operations, business relationships, products and services.</p><p> </p><p> </p><p> </p><p>Considering the requirements already in place and those necessary to implement the EU Directive, we have no current plans to bring forward additional legislation proposals on this issue.</p><p> </p> more like this

answer text <p>This Government is committed to encouraging resource efficiency. The resource and waste management sector has grown faster than the wider economy over the past two decades, while waste arisings have fallen. We are extracting significantly more economic value from each tonne of waste managed by the sector, a 43% increase from £32 to £46 per tonne since 2004. As such, there are already a number of incentives in place to promote resource efficiency, for example:</p><p> </p><p> </p><p> </p><ul><li><p>Landfill Tax has reduced the amount of waste going to landfill by approximately 65% since its introduction in 1996, and has contributed to a threefold increase in household recycling;</p><p> </p></li><li><p>Enhanced Capital Allowances enable the cost of investment in water and energy-efficient equipment to be written off against taxable profits of the period in which the investment is made;</p><p> </p></li><li><p>Government–funded Innovate UK is to invest up to £800k in feasibility studies into the business case for retaining value in durable goods through reuse, remanufacture or leasing/maintenance. This competition opened on 2 March 2015;</p><p> </p></li><li><p>Government is funding Action Based Research projects to explore innovative ways for businesses to develop more resource-efficient systems and products. £1.2m of support is being provided over the lifetime of the current round of projects; and</p><p> </p></li><li><p>Government are providing £17.9m funding in 2014-15 for the Waste and Resources Action Programme (WRAP) to support English businesses, industry, civil society organisations, as well as local authorities and households in realising the benefits of resource efficiency and improved resource management.</p></li></ul><p> </p>
