The Home Office is responsible for issuing visas, including student visas.</p><p>Following Russia’s unprovoked attack on Ukraine we have seen an extremely positive response from the higher education sector in their offer of support to future cohorts of Ukrainian students. We are confident the sector will do their upmost to support Ukrainians wishing to access higher education in the next academic year.</p><p>In addition, UUKi are progressing wider efforts to establish a mechanism to match UK universities with Ukrainian institutions through a twinning arrangement. answer	answer is ministerial correction date of answer 29/01/2020 answer text <p>The law responds to hate crime in four ways by:</p><ul><li>providing for additional “aggravated” offences with longer sentences in the Crime and Disorder Act 1998 if an offender demonstrated hostility or was motivated by hostility based on race or religion.</li><li>prohibiting conduct that is likely to stir up hatred on grounds of race, or intended to do so on grounds of religion or sexual orientation in the Public Order Act 1986.</li><li>providing for enhanced sentencing under sections 145 and 146 of the Criminal Justice Act 2003 if hostility is motivated by any of the five protected characteristics: disability, transgender status, race, religion or sexual orientation; and</li><li>providing Sentencing guidelines. Section 125(1) of the Coroners and Justice Act 2009 requires that a sentencing judge must follow any sentencing guideline which is relevant to their case. This includes, for example, consideration of whether the offence was motivated by racial or religious hostility, or if it was motivated by or demonstrated hostility towards the victim based on one or more of several of the victim’s characteristics: age, sex, gender identity (or presumed gender identity), disability (or presumed disability) or sexual orientation.</li></ul><p>The Government have invited the Law Commission to review the law relating to hate crime and to make recommendations to the Government for its reform. The review began in March 2019.</p><p> </p><p>Specifically, the Law Commission have been asked to consider the current range of offences and aggravating factors in sentencing, and to make recommendations on the most appropriate models to ensure that the criminal law provides consistent and effective protection from conduct motivated by hatred towards protected groups or characteristics. The review will also take account of the existing range of protected characteristics, identifying any gaps in the scope of protection currently offered under the law and making recommendations to promote a consistent approach.</p><p> </p><p>The Law Commission plan to issue a consultation on this matter in early 2020. It can have a profound impact on the whole of a child’s life, not just their attainment. Schools have an important role to play, but teachers are not mental health professionals. They need support from specialist services, which is why we are investing an additional £1.4 billion in children and young people’s mental health services to 2020.</p><p> </p><p>The Prime Minister announced earlier in the year that a member of staff in every secondary school in the country would be offered mental health first aid training. This training has now begun. It will equip those undertaking the training with the knowledge needed to identify and make an initial response to mental health concerns, which they can share with colleagues. The Prime Minister also announced a number of pilots to develop practice and evidence about what works in promoting good mental wellbeing, putting peer support schemes in place and developing joint working with specialist mental health services. We are procuring organisations to run these projects and will announce the results as soon as possible.</p><p> </p><p>We have published a blueprint for school counselling services, which provides schools with advice on delivering high quality counselling to all pupils.</p><p> </p><p>We have funded the development of MindEd, a free online resource which allows all those working with children and young people to access training and information on a range of mental health issues.</p><p>The Department has also issued advice on behaviour and mental health providing teachers with information and tools to identify pupils who need help, and to provide effective and early support.</p><p> </p><p>We will be considering with the Department of Health how best to build on this work. DFID staff attended the survey’s launch event and have noted its findings.</p><p>The UK is a long-term supporter of UNRWA, including in Lebanon, providing over £60 million in 2015/16 and remaining the third largest donor to the UNRWA General Fund.
