answer text
The Medical Technologies Directorate is working with public sector and industry stakeholders to consider various approaches to the product pathway for medical devices as part of a wider strategy. Plans to publish this strategy will be brought forward in due course.

Clinicians have the professional autonomy to choose an appropriate treatment based on the best available evidence. Mandatory adoption of certain devices could interfere with this clinical judgement and undermine the patient-doctor relationship. We will consider the access and appropriate adoption of innovative devices with other organisations such as the National Institute for Health and Care Excellence and the Accelerated Access Collaborative.

Many aspects of the medicines model are not transferable given the differences between the two sectors in terms of product range, scope, diversity of suppliers and level of Government involvement in the market. A review of proposals which could drive consistency in evaluation of innovation will be taken forward as part of the strategy development work.

answer text
The Government recognises that airports are critical in enabling essential air services across the country and overseas, including getting Britons home from abroad, delivering essential supplies, and connecting isolated communities. We are working to make sure that a network of infrastructure remains in place across the UK to continue to deliver these services.

Measures announced by the Chancellor in recent days, including a scheme for firms to raise capital, flexibilities with tax bills and financial support for employees, are available to the sector to draw upon during this period.

Ministers and officials at the DfT will continue to stay in close contact with the aviation sector, so that the Government is kept fully aware of the latest developments and understands where additional policy measures could address specific industry issues, and can therefore ensure UK nationals overseas are able to return home and that freight continues to flow in and out of the country

answer text
As Parliamentary Under Secretary Robin Walker said in his opening remarks to the House on 1st November, the Government has not produced a series of sectoral impact assessments. The Government has produced a wide mix of qualitative and quantitative analysis, contained in a range of documents developed at different times since the referendum. It is constantly evolving and being updated based on our discussions with industry and our negotiations with the EU, but it is not, and nor has it ever been, a series of impact assessments examining the quantitative impact of Brexit on these sectors. The Secretary of State has said that he will provide sector analysis to the Exiting the European Union Committee in an informative and accessible way as soon as is possible.
more like this

answer text
The criteria against which NHS England’s Clinical Priorities Advisory Group considers proposed investments for specialised services are as follows:

- There must be adequate and clinically reliable evidence to demonstrate clinical effectiveness;

- There must be measurable benefits to patients;

- The intervention should offer equal or greater benefit than other forms of care routinely commissioned by the NHS;

- While considering the benefit of stimulating innovation, NHS England will not confer higher priority to a treatment or intervention solely on the basis that it is the only one available;

- NHS England may agree to fund interventions for rare conditions where there is limited published evidence on clinical effectiveness;

- The intervention must be available to all patients within the same patient group (other than for clinical contra-indication);

- The intervention should be likely to reduce health inequalities and will have regard to any relevant broader equality issues;

- The intervention should benefit the wider health and care system;

- The intervention should advance parity between mental and physical health; and

- The intervention should demonstrate value for money.

The criteria are set out in NHS England’s response to a public consultation, Investing in Specialised Services, of June 2015, a copy of which is attached.
