answer text <p>Councils across the country are supporting communities, protecting the most vulnerable and helping the NHS in our efforts to combat Covid-19. We are providing local authorities with an unprecedented package of support, allocating £4.3 billion of support for spending pressures, including £3.7 billion of un-ringfenced grants and the £600 million Infection Control Fund. In total, the government has provided £5 billion in cashflow measures and almost £28 billion in additional funding for local communities, to ensure they can meet the unique pressures that the covid-19 pandemic has placed upon them. I believe these measures amount to a comprehensive package of support.</p><p>The Secretary of State has also announced measures to address lost income, including:</p><ul><li>A co-payment scheme to cover irrecoverable Sales, Fees and Charges income in 20/21 with the Government covering 75% of losses beyond 5% of planned income</li><li>Phased repayment of Collection Fund deficits over the next 3 years</li><li>A commitment to support the sector through an apportionment of irrecoverable Council Tax and Business Rates losses, to be agreed at the Spending Review.</li></ul>

answer text <p>The Government is providing £225 million of emergency funding to local authorities in the current financial year to enable them to introduce measures to support more cycling and walking. The Department for Transport issued guidance to local authorities in May, which suggested that they should make significant changes to their road layouts to give more space to cyclists and pedestrians. This will help give people a safe alternative to the car for short journeys.</p><p> </p><p>The Government is also supporting the transition to cleaner vehicles by investing around £2.5bn,‎ with grants available for plug in vehicles, as well as funding to support charge point infrastructure at homes, workplaces, on residential streets and across the wider roads network.</p><p> </p><p>Since March, the Department for Transport has announced over £700 million to support the continued operation of bus and light rail services. The latest funding packages, running from August 4, include £37.4 million over 12 weeks for light rail operators and a rolling package of funding of £27.3 million per week for bus operators in England, outside London. It is also developing plans for a national marketing campaign to promote travel by bus.</p>

answer text <p>The Senior Deputy Speaker has asked me, as Chair of the Services Committee, to respond on his behalf. <br>We have sought advice from Public Health England in developing a policy on testing. Our policy remains that we adhere to applicable Government and PHE guidance, which is that anyone who is symptomatic should seek a test. That guidance also suggests testing of key workers who are self-isolating or whose household contains someone exhibiting the three main COVID-19 symptoms. The Parliamentary authorities have put in place a limited capacity for delivery of these tests. The testing is in order to maintain the resilience of the operation of the Chamber and committees. As testing is only availability in these limited circumstances, there is no advice on the frequency of testing. <br>No one should come onto the Estate if they have symptoms, for any reason.</p> more like this

answer text <p>Central Government is working closely with local areas through the Joint Biosecurity Centre, NHS Test and Trace and Public Health England to support local decision-making and keep Ministers updated on outbreaks. Under the Health Protection (Coronavirus, Restrictions) (England) (No.3) Regulations 2020 which came into force on 18 July, local authorities have new powers to impose restrictions in respect of venues, events and public outdoor places. These powers are in addition to the existing powers they have under diverse legislation such as public health, health and safety and environmental health laws. The Secretary of State for Health and Social Care retains the ability to direct local authorities to take action, and to consider whether any use of these new powers is appropriate. Where more restrictive powers are needed, this will be a matter for Ministers. At every step, central Government will remain integral to the response and will ensure it is appropriate to protect the public.</p>

These are escalated to local public health specialists, in line with existing health protection incident management arrangements.</p><p>If someone has tested positive for COVID-19 and we have been unable to contact them, we may pass their contact details to the local authority team to collect information about their contacts.</p><p>Also, where someone who has tested positive for COVID-19 works in or has recently attended a complex setting such as a prison, school, or hospital, contact tracing will be carried out by local public health specialists.</p><p><br></p> more like this

answer text <p>In the last 2 years Government has made £16.3 million available to support parks and green spaces, including:</p><p> </p><ul><li>£9.7 million Local Authority Parks Improvement Fund</li><li>£5.1 million Pocket Parks and Pocket Parks Plus programmes (in addition to £1.05 million on Pocket Parks in 2015/16)</li><li>£1.41 million to test and pilot new management and funding models for parks through the Future Parks Accelerator programme and to support Newcastle City Council development of parks charitable trust.</li></ul><p>In addition to this, the Government has recently announced £40 million Green Recovery Challenge Fund in England. The fund will support projects that are ready to deliver and focus on nature restoration, nature-based solutions and engagement with nature. The fund will protect up to 2000 jobs and create up to 3000 more whilst delivering against the goals of the Government’s 25 Year Environment Plan. answer text <p>Local authorities are responsible for the management and maintenance of public rights of way. They are required to keep a Rights of Way Improvement Plan (ROWIP) to plan improvements to the rights of way network in their area, which are usually available on the authority’s website. This must include an assessment of the local rights of way including the condition of the network.</p><p> </p><p>Deferring the 2026 cut-off date for registration of historic rights of way is a possibility, which would create more time for the reforms to rights of way legislation to be implemented effectively. We must weigh this against the desire for certainty around where rights of way exist, which implementing the cut-off date will bring. Officials intend to meet the rights of way reform Stakeholder Working Group soon and will discuss this issue with them and others before we come to a decision.</p> more like this
