answer text <p>On 26 January the Secretary of State for Culture, Media and Sport issued a new Public Interest Intervention Notice in respect of the anticipated acquisition of Telegraph Media Group by RB Investco Ltd.</p><p>This follows Redbird IMI making changes to the corporate structure of the potential acquiring entities of the Telegraph Media Group. This created a new limited partnership which would hold all shares in RB Investco – the proposed purchaser of Telegraph Media Group. The Secretary of State has come to the conclusion that this corporate restructure creates a new relevant merger situation.</p><p>The Notice triggers a requirement for the Competition and Markets Authority (CMA) to report to the Secretary of State on jurisdictional and competition matters, and for Ofcom to report on the specified media public interest considerations. Ofcom and the CMA have now both launched invitations for public comment, and will report to the Secretary of State on the issues specified in the Notice by 9.00 a.m. on 11 March 2024.</p><p>The Public Interest Intervention Notice issued on 30 November 2023 in regard to the acquisition of Telegraph Media Group Limited by RedBird IMI Media Joint Venture LLC remains in force. The deadline by when the Secretary of State expects to receive Ofcom and the CMA’s reports in relation to this Notice has also been extended to 9.00 a.m. on 11 March 2024 so as to align with the deadline for the reports she has requested in relation to the new Notice.</p><p>The Pre-emptive Action Order made on 1 December 2023 remains in force.</p><p>It would be inappropriate to comment further at this time given this is an ongoing regulatory intervention.</p>

answer text <p>The Government currently has no plans to make changes to the process under the Constitutional Reform and Governance Act 2010 (CRAG). Where a third-party state’s accession to a plurilateral trade agreement would require the UK to ratify a treaty in accordance with terms of CRAG, that process will apply.</p><p>It is Government policy that ratification of an agreement should only take place once necessary domestic legislation is in place.</p><p>As the Government pursues its ambitious trade agenda, we will continue to ensure arrangements remain fit for purpose.</p> more like this

The Foreign Secretary has called for his release and has urged the authorities to end their prosecution and repeal the National Security Law. We continue to engage with the Chinese and Hong Kong authorities on his case and have raised our opposition to the inclusion of British nationals in the prosecution's case. Nearly 20,000 people are arbitrarily detained in Myanmar - among them journalists, healthcare workers and political prisoners and over 25,000 have been arrested since the coup in February 2021. We have received reports of torture, sexual violence, ill treatment and fatalities in detention. We continue to call for the release of all those arbitrarily detained, including most recently in a UN General Assembly resolution co-sponsored by the UK and adopted on 15 November 2023.</p> more like this

answer text <p>On 15 November 2023 the UK co-sponsored a UN General Assembly resolution calling on the Myanmar military to release all those who have been arbitrarily detained on political grounds. We will continue to seek opportunities to raise our concerns at the UN and other multilateral fora. We support the International Criminal Court Prosecutor's initiative to investigate acts committed against the Rohingya. In November, we jointly filed a declaration of intervention at the International Court of Justice in The Gambia's case alleging Myanmar has perpetrated genocide against the Rohingya, in order to set out our interpretation of the relevant provisions of the Genocide Convention before the Court.</p> more like this

answer text <p>Resettlement of eligible Afghans remains a top priority for this Government.</p><p>The latest published Immigration system statistics - GOV.UK (www.gov.uk)(opens in a new tab) show that at the end of September 2023, around 24,600 vulnerable people affected by the events in Afghanistan have been brought to safety so far.</p><p>Statistics on individuals resettled or relocated under the Afghan schemes is available in the immigration system statistics release. For detailed data, see table Asy_D02 of the asylum and resettlement datasets.</p><p>The Home Office does not publish data on resettlement by ethnicity, as ethnicity is not routinely collected in a way that is reportable.</p><p>The capacity of the UK to resettle people is not unlimited and difficult decisions have to be made on who will be prioritised for resettlement.</p><p>We continue to work with likeminded partners and countries neighbouring Afghanistan on resettlement issues, and to support safe passage for eligible Afghans.</p>

answer text <p>The Ministry of Defence continues to work alongside the Foreign Commonwealth and Development Office in constructive talks with the Government of Pakistan to ensure UK-sponsored Afghans in Pakistan are protected from the threat of deportation. However, it is the case that we can only extend UK Government support to Afghans in Pakistan who are eligible for our Afghan resettlement schemes.</p><p> </p><p>The ARAP scheme is more generous in its eligibility criteria than predecessor schemes. Nonetheless, it was designed to support those who worked for, with or alongside the UK's Armed Forces in support - critically - of the UK's mission or national security objectives in Afghanistan.</p><p> </p><p>Each ARAP application is assessed on a case-by-case basis, with all applications, including those from former members of the Afghan security forces, scrutinised on their own merits in line with our published policy and eligibility criteria. All applicants, irrespective of job role, will only be eligible if they individually meet these criteria outlined in the published policy.</p><p> </p><p>This means that some Afghans whose bravery and heroism are in no doubt whatsoever, will not be eligible for relocation under ARAP.</p><p> </p>

answer text <p>The report has done much to raise awareness of the situation of Hazaras in Afghanistan. In line with the report's recommendations, we continue to monitor and document discrimination and abuses against Hazaras, both through the UN and other institutions, and through our own programme work. The FCDO does not plan to respond further to the report.</p><p>More broadly, officials from the UK Mission to Afghanistan regularly press Taliban acting ministers and Afghan officials to protect religious and ethnic minorities, including Shia Muslims and Hazara communities.</p> more like this

answer text <p>On 17 December, the Foreign Secretary called on the Hong Kong authorities to end their prosecution of Jimmy Lai and release him. We will continue to stand up for those who are targeted simply for exercising their human rights. The UK will always defend media freedom and freedom of expression globally. On 29 December, we and our Media Freedom Coalition partners signed a statement outlining our deep concern at the continued attacks on freedom of the press in Hong Kong, including the prolonged prosecution of Jimmy Lai. The UK has also been clear on its strong opposition to China's National Security Law in Hong Kong which has curtailed press freedom and we have urged the authorities to repeal it.</p> more like this
