answer text <p>The Universal Credit Full Service Claimant Survey found that 98 per cent of claimants claimed online.</p><p> </p><p>For those claimants who are unable to access or use our digital services, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline. Face-to-face support is also available in Jobcentres. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p> </p><p>Furthermore, the Citizens Advice Help to Claim service offers tailored, practical support to help people make a Universal Credit claim and receive their first full correct payment on time. It is available online, over the phone and face to face through local Citizens Advice services across Great Britain.</p> more like this

answer text <p>As part of the ESA underpayment exercise we are informing local authorities of any new, past awards of income-related ESA in line with our business as usual procedures; including guidance on treatment of awards for past periods. This will support local authorities to consider any possible impacts of the ESA underpayment exercise and pay any arrears of past Housing Benefit that are due.</p><p> </p><p>Our focus is on paying arrears to claimants in line with the primary legislation.</p> more like this

answer text <p>Local Council Tax Support schemes are designed and operated by individual local authorities. The Government is considering whether individuals being placed on contributory Employment and Support Allowance (ESA), rather than income-related ESA, may have impacted their eligibility for council tax support or council tax benefit and the levels of support granted to them. answer text <p>The Home Office have worked closely with the All-Party Parliamentary Group (APPG) for International Freedom of Religion or Belief and the Asylum Advocacy Group (AAG) for many years, to help improve their approach to religious based claims and have recently worked with them to develop and produce a specialist training package.</p><p>The aim of this course is to ensure that where religion or belief is raised in an asylum claim, asylum decision makers appropriately consider all the available evidence in accordance with International, European &amp; Domestic law and Home Office Asylum Policy, when interviewing asylum applicants and making decisions on their claims.</p><p>The Asylum Learning and Development Team (AL&amp;D) also delivers the Foundation Training Programme (FTP) to all new asylum decision makers. This intensive five-week course provides staff with training on all aspects of asylum decision making, including religious-based claims, religious conversion and has been endorsed by the UNHCR. During the course, trainees consider case studies involving religion or belief-based persecution. This course is followed by a period of mentoring.</p>

answer text <p>It is not possible to provide an estimate of the number of claimants affected, due to differences in the way that these payments are administered and because of the variation in individual circumstances.</p><p> </p><p>For example, some Social Fund Payments, such as Sure Start Maternity Grant and Funeral Expense Payments, have to be claimed. Some claimants on contributory Employment and Support Allowance (ESA) may not have made a claim to the Social Fund at all, while others may have qualified for Social Fund payments through an entitlement to other means-tested benefits such as Housing Benefit and Child Tax Credit.</p><p> </p><p>Cold Weather Payments are paid automatically to those who are entitled and payments may only be made for the most recent winter. However, we are looking at amending the regulations to ensure that those eligible for Cold Weather Payments from December 2017, when we began the ESA underpayment exercise, be paid any arrears that may be due. An estimate of the numbers who may be affected by the change to the regulations could only be provided at disproportionate cost.</p>
