question text To ask Her Majesty's Government what assessment they have made of the finding in the report by Translators Without Borders The Language Lesson: What we’ve learned about communicating with Rohingya Refugees, published in November 2018, that international aid workers have over-estimated the number of people who understand Rakhine and Burmese which has exacerbated the exclusion of Rohingya in Myanmar and Bangladesh; and what assessment they have made of the impact of such estimates on their co-funded project in Myanmar. more like this

answer text
The UK supports the overall recommendations in the “The Language Lesson” report, which was co-funded by DFID. Since the report was published, access to reliable information has improved according to the latest GroundTruth Solutions survey with Rohingya in Cox’s Bazar. As a follow-up to the report, DFID has supported Translators Without Borders to undertake an innovative Myanmar/Bangladesh cross-border study to examine the Rohingya language in-depth and analyse how language barriers impact access to services and intercommunal relations in Rakhine State and Cox’s Bazar.

DFID will consider with relevant implementing partners how the findings can inform future programme and policy development. DFID has funded Translators Without Borders to engage with humanitarian actors to raise understanding of the language barriers to address needs of Rohingya. This has included training of interpreters, field workers, surveyors and management staff, and the production and dissemination of a glossary of key humanitarian terms in Rohingya language.

That is why we made languages compulsory at Key Stage 2, and included them as part of the English Baccalaureate set of subjects. Under the current government, the decline has reversed and the proportion of pupils taking languages has risen from 40% in 2010 to 47% in 2019.

However, we know there is more to do. That is why we are investing millions of pounds in a range of programmes, including the MFL pedagogy pilot, a digi-mentoring scheme, and the Mandarin Excellence Programme. answer text
The National Institute for Health and Care Excellence (NICE) published interventional procedure (IP) guidance on the use of Magnetic Resonance Imaging (MRI)-guided focused ultrasound as a treatment for essential tremor in June 2018. A copy of Unilateral MRI-guided focused ultrasound thalamotomy for treatment-resistant essential tremor is attached.

NICE concluded that the evidence on the safety of unilateral MRI-guided focused ultrasound thalamotomy for treatment-resistant essential tremor raises no major safety concerns. However, current evidence on its efficacy is limited in quantity. Therefore, this procedure should not be used unless there are special arrangements for clinical governance, consent, and audit or research.

IP guidance looks at procedures used for diagnosis or treatment. It considers if they are safe and work well enough for wider use in the National Health Service. Whilst compliance with IP guidance is not mandatory, it is considered best clinical practice for the NHS to take it into account.

answer text
The Government is committed to levelling up every part of the UK - unemployment is down 1.2 million since 2010 while wages continue to rise at their fastest in over a decade. We’re supporting families with their cost of living and providing more support to the most deprived authorities, which now have a spending power 16% higher per home than the least deprived. For those who need extra support, the UK Government spends over £95 billion a year, including for those who are on a low income.

Following our departure from the EU, we will create the UK Shared Prosperity Fund (UKSPF), a programme of investment designed to tackle inequalities between communities by raising productivity.

The Government recently announced 100 places which will be invited to develop proposals for our £3.6 billion Towns Fund - 45 of these places are in the Northern Powerhouse and 30 in the Midlands Engine, demonstrating our commitment to the whole country. The fund will deliver transformative investment in transport, digital, skills and culture in order to boost productivity and sustainably raise living standards in towns across the country.

The Chancellor confirmed in August that the National Infrastructure Strategy will be published in Autumn 2019. The Strategy will set out the Government’s plans to deliver a step change in infrastructure investment to support the UK economy, as well as providing a formal response to the NIC’s National Infrastructure Assessment. As part of his Spending Round speech, the Chancellor set out his ambitions to deliver an infrastructure revolution, which included a commitment to use increased infrastructure investment to support growth and productivity across the whole of the UK.

answer text
The Government has been clear that we will protect the rights of EEA citizens resident in the UK before Brexit and their family members, regardless of whether we leave the European Union on 31 October with or without a deal. This includes the rights of EEA citizen children and of non-EEA national children of EEA citizens.

The EU Settlement Scheme will continue to operate as now for those resident here before Brexit and they will have until at least 31 December 2020 to apply for UK immigration status under the scheme. That status will enable them to continue to live in the UK and enjoy the same access to benefits and services as now.

Applications under the EU Settlement Scheme can be made by children, or by a parent or legal guardian applying on their behalf, and can be based on the child’s own residence in the UK or in line with that of a parent applying under the scheme. We are paying particular attention to how we communicate the EU Settlement Scheme to children and are undertaking research in partnership with the University of Liverpool to develop age-appropriate communications materials. We are also working with a range of children’s rights organisations to benefit from their insight and use their networks to ensure wide access to these materials.
