Funding and service support is available to all victims including those from the lesbian, gay, bisexual and transgender (LGBT) communities. In 2015/16, the Home Office is providing £120,000 in 2015/16 to the charity Broken Rainbow to run a dedicated national helpline specifically for the LGBT community. answer	answer is ministerial correction date of answer 03/06/2015 answer text <p>The UN Commission on Narcotic Drugs decided by consensus to postpone the consideration of the proposal to place Ketamine in Schedule IV of the 1971 Convention and to request additional information from the World Health Organisation and other relevant sources. The process for providing this information has yet to be defined, however the Government understands that Member State action would be required for the Commission to re-consider scheduling. The Government does not believe that controlling ketamine internationally is appropriate. It could result in reduced access to a substance listed as an essential medicine by the World Health Organisation and widely used as an anaesthetic in low and middle income countries. We will submit evidence outlining our position when appropriate.In the UK, the Government is determined to clamp down on the illegal misuse of ketamine, which leaves young people hospitalised with serious bladder and kidney damage every year, and is detected in a number of deaths every year. answer	answer is ministerial correction date of answer 03/06/2015 answer text <p>The UK's approach on drugs remains clear: we must prevent drug use in our communities; help dependent individuals through treatment and wider recovery support; while ensuring law enforcement protects society by stopping the supply and tackling the organised crime that is associated with the drugs trade. There are positive signs that our approach is working: there has been a long term downward trend in drug use over the last decade, the number of heroin and crack cocaine users in England continues to decline, and more people are recovering from their dependency now than in 2009/10. Drugs: International Comparators provided a summary of evidence on the policy and operational effectiveness of other countries' approaches to drugs. answer	answer is ministerial correction date of answer 04/06/2015 answer text <p>The detail of the arbitration mechanisms contained in the EU-US Free Trade Agreement (FTA) will be the result of on-going negotiations between the EU and the US.</p><p> </p><p> </p><p> </p><p>Any arbitration conducted under the EU-US FTA would involve a fair and transparent procedure, with a range of public and private sector participants including, EU and Member States, investors and arbitrators, with all parties to the dispute able to appoint their own lawyers.</p><p> </p><p> </p><p> </p><p>Arbitration proceedings under an international investment treaty are typically carried out on an ad hoc basis, with the tribunal constituted solely for the purpose of resolving a single dispute. The costs of the arbitration are apportioned according to the arbitrators’ findings. Disputing parties may rely upon an international institution, such as the World Bank or the United Nations to provide the procedural rules for the tribunal. Training and accreditation in the use of Green Book methodology is being extended across the public sector through the Better Business Cases programme, which aims to embed use of the best-practice five-case model in public service culture. The Financial Conduct Authority’s (FCA) new, more robust regulatory regime is improving protections for consumers, including through the introduction of a cap on the cost of payday loans as required by Government.</p><p> </p><p> </p><p> </p><p>The Government and the FCA have made it clear to payday lenders that real-time market-wide credit data sharing is key to more effective affordability assessments. In its November 2014 policy statement, the FCA set out there has been substantial progress made by the payday industry, with “the vast majority of the market now participating in real-time data sharing”.
